Except where otherwise indicated by the context, the following definitions
shall apply in the interpretation and enforcement of this chapter:
JUNK
Old iron, steel, brass, copper, tin, lead or other base metals; old
cordage, ropes, rags, fibers or fabrics; old rubber; old bottles or other
glass; bones; plastics, wastepaper and other waste or discarded material which
might be prepared to be used again in some form; and motor vehicles, no longer
used as such, to be used for scrap metal or stripping of parts.
JUNKYARD
A yard, lot or place, covered or uncovered, outdoors or in an enclosed
building, containing junk as defined above, upon which occurs one or more
acts of buying, keeping, dismantling, processing, selling or offering for
sale any such junk, in whole units or by parts, for a business or commercial
purpose, whether or not the proceeds from such act or acts are to be used
for charity.
PERSON
Any person, firm, partnership, association, corporation, company
or organization of any kind.
It is hereby made the duty of the officials of the borough and the Mayor
thereof to enforce or aid in the enforcement of all provisions of this chapter,
and for this purpose, the Mayor or his duly authorized representatives shall
have the right and are hereby empowered to enter upon any premises on which
any business subject to the provisions of this chapter is about to be located
and inspect the same at any reasonable time.
The Code Enforcement Officer of the Borough of Trafford or his duly
authorized representatives is hereby designated, together with the Mayor,
through his police officers, to inspect any land in the Borough of Trafford
for the purpose of determining whether or not the operation of the same is
under the specifications of a junkyard and to report the same to the Borough
Council of the Borough of Trafford.
When the Code Enforcement Officer, the Mayor of the Borough of Trafford
or any officials of the borough as above set forth or their duly authorized
representatives determine that the public interest so requires, notice shall
be served upon the owner or the person or the corporation operating any junkyard
which shall forthwith cease said operations upon 30 days' notice thereof.

Any person or persons, corporation, partnership or other entity whatsoever
violating any of the provisions of this chapter shall, upon conviction, be
sentenced to pay a fine of not less than $100 nor more than $1,000, plus costs
of prosecution, and, in default of payment of such costs and prosecution,
shall be sentenced to imprisonment for a term not exceeding 30 days. Each
day of operation after failure to comply with said notice shall be a separate
offense and subject to the penalty herein set forth.
