It shall be unlawful for any person, firm or
corporation to place, maintain, build or erect any display, dumpster,
obstacle or other obstruction of any kind whatsoever in or upon the
streets or sidewalks of the Borough of Trafford. No permanent obstructions
of any kind shall be permitted; however, the Borough Code Enforcement
Officer may issue temporary permits during construction, delivery,
moving, cleanup or for scheduled sales or celebrations. The fee for
any such temporary permits shall be established from time to time
by resolution of the Council of the Borough of Trafford.
From and after the passage of this article,
it shall be unlawful to display or exhibit or store goods, wares or
merchandise or materials of any character in or upon the sidewalks
of the Borough of Trafford.
From and after the passage of this article,
it shall be unlawful to drain water from any house or building or
from any source whatsoever over the surface of any sidewalk of the
Borough of Trafford, but a drain or pipe in all such cases shall be
constructed so as to permit the passage of said water under the surface
of said sidewalk; provided, however, that his section shall have no
application to cases where the Borough Code Enforcement Officer finds
that it is impossible or impracticable to drain said water under the
sidewalk. The decision of the Borough Code Enforcement Officer as
to such impossibility and impracticability shall be final.
From and after the passage of this article,
it shall be unlawful for any person or persons to build or erect any
bay or jut window or porch or other permanent structure of any kind
whatsoever which shall extend beyond the property line of any building
or structure out or over any sidewalk or street of the Borough of
Trafford.
All porches or overhead projections, awnings
excepted, at present existing and extending beyond the property line
of any building and over any sidewalk or street of the Borough of
Trafford shall be equipped, within 60 days after the passage of this
article and notice, in writing, to the owner thereof, with gutters
or spouting or some other device to prevent the falling of dirt and
materials into the sidewalks of said borough.
All awnings which shall extend over the sidewalks
of the Borough of Trafford shall be constructed of substantial canvas
with iron frames and shall be at least seven feet in the clear above
the sidewalk, and no awning or covering of any kind shall be supported
by posts.
As used in this article, the following terms
shall have the meanings indicated:
PERSON
Includes not only natural persons but associations, partnerships
and corporations.

Any person violating any of the provisions of
this article shall, for each and every such violation, upon conviction
thereof, be sentenced to pay a fine of not less than $100 nor more
than $1,000, together with the costs of prosecution, provided that
each day's violation of any of the provisions of this article shall
constitute a separate offense.
