It shall be unlawful to obstruct any of the
gutters of the streets of the Borough of Trafford by laying any plank
or board or any other temporary device or by the use of any plank
or board or any temporary device for the purpose of driving any vehicle
or vehicles up over the curbs of the streets of the Borough of Trafford;
provided, however, that where no permanent driveway is located, a
plank or other temporary device to prevent injury to said curb may
be used, but it shall be unlawful to permit said temporary device
to remain in place longer than 10 hours.
Where any driveway crosses any of the curbs
of the streets in the Borough of Trafford, such crossing shall be
constructed of concrete and built in accordance with specifications
approved by the Borough Council.

No such crossing over any of the curbs in the
Borough of Trafford shall be constructed by any person or persons,
firm or corporation without first having obtained from the Code Enforcement
Officer a permit, which shall be granted upon depositing with the
borough the amount as set forth from time to time by resolution of
the Borough Council, such deposit to be returned when the crossing
is completed in accordance with specifications and approved by the
Department of Public Works or its representative and the payment of
a fee as set forth from time to time by the Borough Council which
shall not be refunded.

Any person or persons, firm or corporation violating
any of the provisions of this article shall, upon conviction thereof,
be sentenced to pay a fine of not less than $100 nor more than $1,000,
plus costs of prosecution, or in default thereof imprisonment for
not more than 30 days, for each violation.
