The Manager shall be the Chief Administrative Officer and Secretary to the Township, whose appointment, compensation, qualifications, powers and duties shall be in accordance with Article
III of the Charter.
Authorities designated by the Charter and this
Administrative Code shall vest in the Manager primary administrative
and executive power with reference to all operating departments, agencies,
boards and commissions of the Township unless otherwise specifically
established by the Board, including the power to:
A. Administer Township personnel rules and regulations
and to assign any employee to any department requiring service, appropriate
to the personnel classification of the employee and subject to the
limitations of the personnel rules and regulations.
B. The Manager shall undertake the personnel evaluations
as required for department heads reporting directly to the Manager.
C. Act as the department head of any department in the
instance where a department head has not been designated, until an
appointment has been made.
D. Investigate, examine or inquire into the affairs of
any department, office or agency of the Township.
E. Supervise the preparation of annual reports and other
periodic reports as required by the Board and the Charter and make
recommendations to the Board on matters affecting the health, safety,
welfare and administration of the Township and its citizens.
F. Supervise preparation of and establish a budget calendar; obtain budget requests from all departments, boards and commissions; assemble and modify the proposed capital and operating budgets to the Board for approval as provided for in Article
VII of the Charter.
G. Make or cause to be made a list of citizens interested
in serving on boards and commissions and provide such list to the
Board for its consideration for appointments.
H. Determine required insurance hazards and coverages
and obtain bids or negotiate appropriate insurance coverage for the
Township subject to Board approval.
I. Execute contracts for goods and services, including
intergovernmental agreements as permitted by the Charter, Code or
further authorized by resolution of the Board.
J. Enforce provisions of all franchises, permits, licenses
and privileges granted by the Township and make certain all terms
and conditions in favor of the Township are faithfully kept and performed.
K. Serve as the Township's chief negotiator in all union
contract negotiations in cooperation with Township legal counsel;
receive, analyze and report to the Board of Supervisors all union
requests in contract negotiations and/or arbitrations; implement all
union contracts and/or arbitration awards for the Township.
As Secretary of the Township, the Manager shall
have the power and duty to:
A. Serve as Corporate Secretary to the Board and to its
special committees which from time to time may be created.
B. Attend all meetings of the Board and its committees
with the right to take part in the discussions.
C. Make or cause to be made agenda, minutes and other
records of Board meetings, be the custodian of the permanent Minute
Book and all other official records, books and documents required
by the Charter, ordinance and law.
D. Record and certify all ordinances and resolutions
which are kept in a permanent file with proof of legal advertisements.
E. Keep the Corporate Seal of the Township and cause
it to be affixed to instruments and writings when authorized by ordinance
or resolution of the Board or when necessary to exemplify any documents
or records or to certify any act or paper which shall appear to have
been a public act of the Township or a public document. The Township
Seal shall not be affixed to any other instrument, writing or paper
unless required by law or ordinance.
F. Be the depository and custodian of all official surety
bonds, Township insurance policies, contracts to which the Township
may be a party, performance bonds running to the Township as obligee,
leases or property owned by the Township and deeds to Township property,
and report to the Board as may be required on the coverage, expiration
date and premium of each surety bond and contract of insurance, the
nature and terms of outstanding leases and rents reserved by each
and their expiration dates.
