Borough Council at its discretion may provide, at convenient and suitable locations in any of its parking lots, reserved parking spaces for handicapped, and shall designate those spaces by appropriate signs. It shall be unlawful, and a violation of this article, for any person to park in any such reserved parking space any vehicle, unless that vehicle bears or displays either a handicapped registration plate, a handicapped parking placard, a disabled veteran registration plate, or a disabled veteran placard, provided, all provisions, requirements and restrictions contained in the other sections of this chapter shall apply to vehicles lawfully parked in reserved parking spaces for handicapped.

The rental parking spaces established by § 259-73 of this chapter shall be for the use of passenger cars, sports utility vehicles, passenger vans, motorcycles and pickup trucks only, and it shall be unlawful for any person to park any other kind or class of vehicle in any such lot.

Every vehicle parked in a rental parking space shall be parked wholly within the lines bounding or marking the parking space assigned to that vehicle and shall be parked headed into the parking space. It shall be unlawful for any person:
A. 
To park a vehicle otherwise than as required by this section; or
B. 
To park a vehicle elsewhere than in an individual parking space, the prohibited areas including, but not limited to, the access and exit driveways and turning and maneuvering spaces.
Rental parking spaces fee(s) shall be fixed by the Borough Council Parking Resolution. All rental payments for parking spaces shall be made to the Borough Treasurer in advance of use of the space. The space rental will be renewed automatically upon payment by the renter prior to commencement of the next rental period. The Borough reserves the right to limit by the Parking Resolution the number of spaces that may be rented by one individual or business. At any time, for any reason, the Borough may increase or reduce the number of rental parking spaces available in off-street lots. A change that increases the number of spaces will be effective immediately. A change that reduces the number of spaces will be effective on the date the next rental payment is due for the space(s). If the number of spaces is reduced the Borough will make every effort to reassign spaces on an equitable basis.

Parking space assignments are made by the Borough Treasurer and specific assignments may be changed by the Borough at any time for its convenience, or for any other reason. The renter will be issued a placard to be displayed on the dashboard of the parked vehicle. The placard will indicate the legitimate dates of rental for that space. It is a violation to park in a reserved or assigned space not rented by the person parking in said space.
