Except in an emergency, a notice of every meeting
of any governmental body of the Town shall be filed with the Town
Clerk, and the notice or a copy thereof shall, at least 48 hours,
excluding Saturdays, Sundays and legal holidays, prior to such meeting,
be publicly posted in the office of the Town Clerk or on the principal
official bulletin board of the Town. The notice shall include the
date, time and place of such meeting.
