The Commission shall be named the "East Brandywine
Historical Commission."
The Commission shall have the following duties
and responsibilities:
A. To conduct a survey of historic resources for the
purpose of determining those of historic and/or architectural significant
and pertinent facts about them; to act in collaboration with the Township
Planning Commission and other appropriate groups to the extent necessary
to undertake such work; and to maintain and periodically revise the
detailed inventory and map(s) of historic resources and data about
them, appropriately classified;
B. To research and record the history of East Brandywine
Township, and to advise owners of historic sites on the need for preservation
and/or restoration.
C. To research and nominate significant historic objects,
sites, structures, buildings and districts to the National Register
of Historic Places, with the concurrence of the Board of Supervisors.
Nominations will be in accordance with the provisions of the National
Historical Preservation Act of 1966, as amended;
D. To propose to the Planning Commission and Board of
Supervisors, from time to time as deemed appropriate, the establishment
of historic districts in accordance with and pursuant to the Act of
June 13, 1961 (P.L. 282, No 167) as amended by Act of June 22, 1980
(P.L. 257, No. 74);
E. To formulate recommendations concerning the establishment
of an appropriate system of markers for selected historic and/or architectural
resources, including proposals for the installation and care of such
historic markers;
F. To prepare and publish books, maps, brochures, and
descriptive material about the Township's history and historic and/or
architectural resources;
G. To cooperate with and advise the Board of Supervisors,
the Township Planning Commission, and other Township agencies in matters
involving historically and/or architecturally significant resources,
including the review of zoning and/or subdivision/land development
proposals and building/demolition permit applications which have the
potential to impact historic resources;
H. To cooperate with and enlist assistance from the National
Park Service, the National Trust for Historic Preservation, the Pennsylvania
Historical and Museum Commission, local historical societies, conservancies,
and other agencies, public and private, concerned with historic preservation;
I. To establish a library of technical literature, reports,
photographs, and other documents relevant to historic preservation
in East Brandywine Township;
J. To advise the Township on the acquisition (by gift,
purchase, grant, bequest, easement, devise, or lease) and/or restoration
of historic properties and other resources, historical records, etc;
K. To consult with Board of Supervisors on the establishment
of a permanent archive of Township records and documents;
L. To perform such other related duties as may be delegated
from time to time by the Board of Supervisors.
The Commission members shall annually elect
a Chairman who will direct the activities of the Commission, a Vice
Chairman, a Secretary, and such other officers as may be required
for the conduct of its business. Initially, a Chairman will be appointed
by the Board of Supervisors.
Public meetings will be held quarterly, or more
frequently as needed, to conduct the business of the Commission. The
Commission shall keep records of its meetings and activities and submit
copies of meeting minutes no later than 30 days from the meeting date.
The Commission will submit an annual report to the Board of Supervisors
no later than the last regular Board of Supervisors meeting in December
of each year.
In order to carry out its duties and responsibilities,
the Commission may, with the consent of the Board of Supervisors,
utilize any funds, personnel, or other assistance made available by
the county, the commonwealth or federal government or any of their
agencies, or from private sources. The Board of Supervisors may enter
into agreements or contracts regarding the acceptance or utilization
of the funds or assistance in accordance with Township procedures.
The Commission shall submit a plan of activities and proposed budget
to the Board of Supervisors during the regular Township budget process.
