No person shall make or cause to be made or allow to be made by any animal under his or her control any loud, disturbing or unnecessary sounds or noises which may annoy or disturb a person of ordinary sensibilities in or about any public street, alley or park or any private residence.
No person shall operate a motor vehicle so as to cause the tires thereof to squeal, the horn to blow excessively or the motor to race excessively.
Upon conviction of either of the provisions of this article a person shall be subject to a forfeiture as provided in Chapter 290 of the County Code.
