No member or employee of the legislative, judicial
or executive branch of any level of government, nor a member of the
immediate family of such member or employee, shall be eligible to
be a member of the Local Officers Compensation Commission.
A.
The Local Officers Compensation Commission shall determine
the salaries of all local elected officials of the City in accordance
with and pursuant to the procedures set forth in this article and
in Act No. 8 of the Public Acts of 1972, as amended (MCLA 117.5c,
as amended), which state statute is hereby adopted by and for the
city.
B.
The Commission, in its determinations, may provide
for an expense allowance or reimbursement to be paid to elected officials
in addition to salary determinations to be paid to them, but in such
event, any expense allowance or reimbursement paid to such elected
officials in addition to their salaries shall be for expenses incurred
in the course of City business and accounted for to the city.
A majority of the members of the Local Officers
Compensation Commission shall constitute a quorum for conducting the
business of the Commission. The Commission shall take no action or
make determinations without a concurrence of a majority of the members
appointed and serving on the Commission. The Commission shall elect
a Chairperson from among its members.
The members of the Local Officers Compensation
Commission shall receive no compensation for services performed as
members of the Commission, but such members shall be entitled to their
actual and necessary expenses incurred in the performance of their
duties as members of the Commission.
The procedure for establishing the compensation
of all elected officials of the City may be changed only by Charter
amendment or revision.
