In order to carry out and effectuate the purposes
and policies of the Inland Wetlands and Watercourses Act of the State
of Connecticut, § 22a-36 et seq. of the General Statutes,
there is hereby created an agency of the Town of Canton ("Town") to
be known as the "Canton Inland Wetlands and Watercourses Agency" ("Agency").

A. The Agency shall consist of five members who shall
be appointed by the Board of Selectmen not later than January 1, 1974.
Of the five members first appointed, the appointment of one of such
members shall expire on the 31st day of December of each year commencing
in 1974 and continuing to 1978, inclusive. All subsequent appointments
shall be for a term of four years, except that an appointment to fill
an unexpired term shall be for the duration of said unexpired term
only. Members shall be electors of the Town holding no salaried Town
office nor serving as a member of the Zoning Commission, Zoning Board of Appeals, Conservation Commission, or the
Park and Recreation Commission.
B. At its first meeting which shall be held within a
period of 30 days after the appointment of the members to the first
agency, and at its first meeting on or after the first day of July
of each year commencing in 1974, the agency shall elect from its members
a Chairman, Vice Chairman, and Secretary and such other officers as
deemed appropriate. The officers elected on or after the first day
of July 1975 shall serve until the first day of January 1976 or until
their successors have been elected. Thereafter, all officers shall
be elected at the first meeting after the first day of January of
each year to serve until the first day of January of the succeeding
year or until their successors have been duly elected.

The Agency shall be vested with all powers authorized
by the Inland Wetlands and Watercourses Act of the State of Connecticut,
as amended, and, in particular, shall promulgate such regulations
in conformity with the regulations promulgated by the Commissioner
of Environmental Protection of the State of Connecticut as are necessary to protect the inland wetlands and watercourses
within the territorial limits of the Town of Canton. The Agency shall
provide through regulation the manner in which the boundaries of inland
wetland areas and watercourses in the Town of Canton shall be established,
amended, or changed and shall follow the procedures as set forth in
the Inland Wetlands and Watercourses Act of the State of Connecticut.

The Selectmen shall appoint two alternates to
the Wetlands Agency to serve until January 1, 1976, and appoint two
alternates to serve for a two-year period thereafter. Such alternate
members shall, when seated as herein provided, have all the powers
and duties set forth in the General Statutes for such Agency and its
members. Such alternate members shall be electors of the Town holding
no salaried Town office nor serving as a member of the Zoning Commission, Zoning Board of Appeals, Conservation Commission, or the
Park and Recreation Commission. If a regular member of the Agency
is absent or is disqualified, the Chairman of the Commission shall
designate an alternate to so act, choosing alternates in rotation
so that they shall act as nearly equal in number of times as possible.
If any alternate is not available in accordance with such rotation,
such fact should be recorded in the minutes of the meeting. In the
event that there are fewer than five members present for any hearing,
an affirmative vote of three members will be required.
