This chapter shall regulate all activities in the Borough Park located off Valley Road.

A. 
The Borough Park shall be open to the public from sunrise to sunset. The park may be used at other times with the special permission of the Borough Council.
B. 
The fees for group use of the park shall be set by resolution each year by the Borough Council.[1]

All vehicles shall be parked in designated areas only.
No person shall throw, drop or leave behind any bundle, object, article or debris of any nature within the Borough Park. Articles of value which may be unintentionally left behind shall not be included within the terms "bundle," "object," "article" or "debris" as used herein.
Animals shall not be permitted to go within the play area of the park.
All traffic shall proceed at a speed of no more than 10 miles per hour within the Borough Park.
Alcoholic beverages shall not be brought into or consumed within the Borough Park except by special permit obtained from the Borough Clerk. Said permit shall be in possession of the permittee while in the park and shall be exhibited to the police upon request.
The Borough Council, by resolution, shall have the authority to approve signs and other devices designed to effectuate the terms of this chapter. The Borough Council may, from time to time and by resolution, adopt temporary or permanent additional rules and regulations for the Borough Park and establish standards for issuance of permits.

No person shall deface, whether through acts of graffiti or otherwise, destroy, damage, break or remove any structure, sign, tree, plant, landscaping, including rock outcroppings or other appurtenance or property within the park. Any person violating this section, upon conviction thereof, shall be subject to a minimum fine of $100.

In addition to any penalties provided for herein, any person damaging park property shall be subject to a civil action for damages.

Any person violating any provision of this chapter shall, upon conviction thereof, be subject to a fine not exceeding $2,000, be imprisoned for a term not to exceed 90 days and/or serve a period of community service not exceeding 90 days.
