The office of City Administrator is hereby created
in and for the City of Linwood pursuant to the provisions of this
article and under the authority of N.J.S.A 40A:9-136.
The City Administrator may be removed by a two-thirds
vote of the Linwood City Council. The resolution of removal shall
become effective three months after its adoption by the governing
body. In accordance with N.J.S.A. 40A:9-138, the governing body may
provide that the resolution of removal shall have immediate effect;
provided, however, that the governing body shall cause to be paid
to the Administrator forthwith any unpaid balance of his/her salary
for the next three calendar months following adoption of the resolution.

The City Administrator for the City of Linwood
shall possess knowledge, skills and abilities in the following areas:
A. Thorough knowledge of municipal administrative systems
and procedures, along with the budgetary principals and controls.
B. The ability to speak clearly and effectively and to
present ideas orally and in written form.
C. The ability to investigate problems, analyze procedures
and prepare recommendations in a straightforward, logical manner.
D. The ability to deal courteously and effectively with
subordinates, residents and the general public.
E. The ability to take direction and carry out work assignments
in a timely manner.
F. Knowledge, skills and abilities in other areas that
the Mayor and City Council may establish in its advertising for said
position.
G. The person selected shall not be required to be a
resident of the City of Linwood.
Any vacancy in the position of City Administrator
shall be filled by appointment by the Mayor with the advice and consent
of City Council.

The City Administrator shall, under the supervision
and control of the Mayor of the City of Linwood and to the extent
not prohibited by law, have the following duties and responsibilities:
A. Execute and enforce the laws of the State of New Jersey,
as well as ordinances and resolutions of the City of Linwood.
B. Attend all meetings of Council and committees as directed,
with the right to take part in discussion.
C. Supervise and direct business activities of all departments.
D. Have responsibility for the effective coordination
of all City departments and agencies in his jurisdiction.
E. Subject to the prior approval of the Mayor, prescribe
rules for the efficient management and operation of the City of Linwood.
F. Make routine day-to-day executive and administrative
decisions for the efficient operation of the City, subject to the
right of the Mayor in all cases to overrule such decisions when the
Mayor deems the same to be appropriate.
G. Study, review and analyze the administrative operations
of the City and perform surveys as assigned by the Mayor.
H. Prepare and submit written periodic reports on matters
related to prescribed studies and surveys.
I. Review the City insurance program pertaining to liability
coverages and needs.
J. Handle all contractual agreements and obligations
of the City and inspect or ensure compliance as stipulated.
K. Prepare and administer the City budget, direct all
City purchasing and equipment repair and oversee the preparation of
bid specifications and notices in compliance with the Local Public
Contracts Law.
L. Work with the Mayor and Council on a yearly budget,
coordinating departmental budget data as it pertains to staff and
equipment needs.
M. Keep Mayor and Council informed of all federal, state
and other aide programs and prepare and administer grants specifically
assigned by the Mayor.
N. Administer provisions of all franchises, leases, permits
and privileges granted by the City and act as agent for municipal
land sales.
O. Review all bills and vouchers for payments with the
assistance of City staff and prepare same for Council meeting for
payment.
P. Supervise City payroll with the assistance of the
Chief Financial Officer.
Q. Handle day-to-day personnel matters related to City
employees and their adherence to City rules and regulations.
R. Maintain department employee leave records, personnel
files and records and reports of disciplinary, promotion, discharge
and retirement.
S. Hold meetings with individuals and all department
supervisors when necessary to discuss and disseminate information.
T. Supervise the work of subordinate employees within
a department.
U. Direct employment procedures and recruitment and serve
as liaison with departments, Mayor and Council and interviews of applicants.
V. Suspend and discharge subordinate personnel when necessary
and in accordance with City personnel ordinances and union contracts.
W. Help prepare Council agenda, draft preliminary ordinances
and resolutions and report on various City business and special projects.
X. Answer citizen complaints concerning City operations
and develop solutions that are administratively sound and equitable
to citizens under conforming law and policies.
Y. Perform any other duties as may be prescribed by the
Mayor.
Nothing in this article shall derogate from
or authorize the Municipal Administrator to exercise the powers and
duties of the elected and appointed officials of the City of Linwood,
including any and all statutory rights under N.J.S.A. 40:46-7.
