Under the authority of MGL c. 43, § 5,
there is hereby established the Office of Cultural Affairs and Special
Events, a new division of the City Manager's Office under the jurisdiction
of the City Manager in conformity with Plan E Form of Government.
The Office of Cultural Affairs and Special Events
will coordinate City cultural development and special events and drive
tourism dollars by marketing the City of Lowell as a multicultural
destination. The Office of Cultural Affairs and Special Events shall
be a liaison to, but have no administrative authority over, the Greater
Merrimack Valley Convention and Visitors Bureau, the Paul E. Tsongas
Arena, and Lowell Memorial Auditorium.
