Under the authority of MGL c. 43, § 5 there is hereby established a Department of Parking under the jurisdiction of the City Manager in conformity with Plan E, Form of Government. The Department of Parking has an enterprise fund established under MGL c. 44, § 53F 1/2.[1]

Editor's Note: The ordinance authorizing the establishment of an enterprise fund for the Department of Parking was adopted by the City Council 6-24-2008.
The Department of Parking will be responsible for the direct supervision of the management and security of parking structures, parking lots and on-street metered parking both existing and future in the City of Lowell.
The Department of Parking shall be headed by the Parking Director who shall be appointed by and shall serve at the pleasure of the City Manager, and said position shall not be subject to the provisions of MGL c. 31.

The positions for the Department of Parking are the Parking Director, meter maids, Working Foreman - Meter Repairman, Parking Meter Repairman, and such other personnel as the City Council, with the advice of the City Manager, shall from time to time authorize (Plan E, MGL c. 43, § 105). Some positions are presently positions in the Police Department and shall be transferred to and become part of the Department of Parking.

The Parking Director will have primary responsibility for the planning, management and administration of the City's on-street and off-street parking systems. Activities will include budgeting, financial review and forecasting. The Director plans, organizes, oversees and reviews programs, staff and activities related to the construction, operation and maintenance of the City's parking programs, garages and facilities and acts as the City's representative in meetings and public forums regarding parking. The detailed job descriptions of the Parking Director and of the other employees in the Department of Parking are on file with the Human Relations Department.
