This organization shall be known as the "Menominee
Indian Tribe of Wisconsin Commission on Economic Affairs" ("Commission").
The purpose of the Commission is to assure orderly
and informed consideration of business opportunities that may be available
from time to time for the Tribe and to assist in the development of
new businesses or expansion of existing businesses by the Tribe and
by individual tribal members.
The Commission is assigned the following duties
and such other duties involving economic matters as may be determined
from time to time by the Tribal Legislature. The Commission shall:
A. Develop an annual budget, which shall include details
of the compensation package for the Director, to be approved by the
Tribal Legislature.
B. Develop and amend, from time to time, a comprehensive
long-term economic plan to be approved by the Tribal Legislature.
The long-term economic plan shall include the present Tribal Policy
Statement on Investment Objectives and Policies, as revised effective
May 27, 1992, with any amendments recommended by the Commission.
C. Develop and amend, from time to time, a short-term
economic plan, to be approved by the Tribal Legislature, to implement
the goals and objectives of the long-term plan.
D. Develop and maintain reliable statistics needed for
economic initiatives and conduct of tribal business.
E. Review and recommend action on proposals for tribal
economic development on and off the Menominee Reservation.
F. Provide assistance, as requested, in review of economic
activities of existing tribal businesses.
G. Assist individual tribal members in the establishment
of new businesses or the conduct of existing businesses on the Menominee
Reservation.
H. Assist the Legislature, as requested, in coordination
of tribal economic activities.
I. Develop and maintain up-to-date information on various
forms of federal, state or other assistance available for economic
development on Indian reservations and, upon request, make such information
available to Menominee tribal and individual businesses.
J. Prepare periodic reports to the Tribal Legislature
on the economy of the Menominee Reservation and the status of efforts
to implement the long- and short- term economic plans for the Reservation.
K. Develop a small business loan program.
L. Prepare a report on the feasibility of creating a
venture capital fund.
M. Develop a plan for attracting outside investments
and business to the Reservation.
Upon request of the Tribal Legislature, the Commission will prepare proposals for the initiation of new businesses and investments by the Tribe to be submitted to the Legislature for approval under the standards set forth in §
650-5 above.
