It shall be unlawful for any person, firm or corporation to
use an automobile trailer or house car as a habitation or to establish,
maintain, operate or conduct within the Village of Monticello any
tourist park or camp or any automobile trailer park or camp, or any
combination of same, without having first secured a license therefor
from the Village Manager.
As used in this chapter, the following terms shall have the
meanings indicated:
AUTOMOBILE TRAILER or HOUSE CAR
Any vehicle used or arranged to be used for living or sleeping,
mounted on wheels or arranged to be mounted on wheels or arranged
to be movable, and either propelled by its own power or drawn by another
power-driven source or vehicle.
AUTOMOBILE TRAILER PARK OR CAMP
Any plot of ground where space is provided or used for one
or more automobile trailers or house cars used or arranged to be used
for living or sleeping.
CAMP COTTAGE, CABIN or TENT
Any building or structure or enclosure not conforming to
the provisions of the Building Code of the Village of Monticello,
New York, now in effect or hereafter adopted.
TOURIST PARK OR CAMP
Any plot of ground upon which one or more camp cottages,
cabins or tents are used or arranged to be used for living or sleeping.

Removal of the wheels of an automobile trailer or house car,
except temporarily for repairs, or the permanent blocking-up of an
automobile trailer or house car or the enclosure of the space beneath
an automobile trailer or house car, whether situated in a camp or
elsewhere, shall be construed as automatically converting the automobile
trailer or house car into a permanent structure subject to the requirements
of the Building Code of Monticello and all other laws and ordinances
applicable to dwellings now in effect or hereafter adopted. Notice
of such removal of wheels, blocking-up or enclosure shall be given
forthwith to the Code Enforcement Official.
Notwithstanding any other provisions of this chapter, no person
shall detach any automobile trailer or house car or other trailer
from its towing vehicle and permit the same to remain standing in
any public street or place.
No license for such use of a trailer or house car shall be issued
unless the automobile trailer or house car for which such license
is sought shall be provided with adequate water closets, properly
lighted and ventilated and connected to the public water system and
the Village's sanitary sewer, and unless such trailer is a minimum
of 30 feet distant from a curbline and 20 feet distant from any existing
permanent structure or property line.
No license for the location, installation, erection or use of
tourist camps, cabins or tents shall be issued by the Village Manager
unless said camps, cabins or tents shall be located on land specifically
designated and approved by the Village Board of Trustees upon application
from the owner of the land on which such camp, cabins or tents are
contemplated to be located. The Board of Trustees shall also specify
the period of time for which the license shall be valid. Such license
for the location of tourist camps, cabins or tents can only be renewed
upon application to the Village Manager. Such license shall provide
that it may be suspended or revoked by the Board of Trustees after
a hearing held upon not less than three days' notice to the licensee
and shall be subject to such other or further regulations as the Village
Manager may impose.
Applications for such licenses shall be made to the Village
Manager upon such forms as prescribed by him and shall include the
following information:
A. The name and present address of the applicant.
B. The last previous address of the applicant by street and number,
if any.
C. The name, age and sex of each occupant of the trailer and the relationship
of each such person to the applicant.
D. The date of arrival of the house trailer in the Village of Monticello.
E. The name of the owner of the house trailer.
F. The make of the house trailer.
G. The state in which the house trailer is registered.
H. The registration number of the house trailer.
I. The year of issuance of registration.
J. Such other information as may reasonably be required.
The license fee for licenses provided herein shall be as established
from time to time by resolution of the Board of Trustees.

Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be guilty of a violation, punishable as provided in Article
III, General Penalty, of Chapter
1 of the Code of the Village of Monticello.
