A. 
Bills for water services shall be prepared on or before the 30th day following each quarterly period, and shall be mailed to the owner of the premises as the same shall appear upon the last completed assessment roll of the Village of Monticello, New York. If more than one person shall appear as the owner of the premises, the bill may be mailed to any one of such persons.
B. 
The Village, at the written request of the property owner, may mail the bills to the tenant of the premises; however, the owner of the premises remains responsible for payment of the bills.
Bills for water services shall be payable in the face amount without penalty within 30 days following the billing date as indicated upon the bill mailed to the consumer.

Penalties shall accrue against water rentals as follows: There shall be a penalty on past-due water rentals at a rate of 15% following the 30 days from the date of billing and at the rate of an additional 5% per month for each additional 30 days or part thereof of delinquency.
Such unpaid water rentals, together with the amount of penalty as herein prescribed and due by reason of nonpayment of such rentals, shall be a lien on the real property upon which or in connection with which the water is used, and, if not paid by April 1 of the fiscal year in which accrued, the amount thereof, together with the penalty as herein prescribed, shall be included in the next annual tax levy and shall be levied upon the real property in default, as provided in § 11-1118 of the Village Law of the State of New York.
Summer accounts that are recorded with the Village of Monticello as seasonal must be turned off by November 1 of each year and cannot be turned on until May 1.
