NJDEP's comments on Greenwich Township's WMP submission specified that any applicant for site plan or subdivision approval which is subject to the provisions of this chapter shall be required to submit to the NJDEP for approval a plan for achieving, to the extent practicable, a goal of no net increase in stormwater runoff and pollutant loads. The NJDEP further required, at a minimum, that the plan shall evaluate: the applicability of the NJDEP's current Best Management Practices (BMPs) for nonpoint source control; on-site and off-site opportunities for nonpoint source control; and the economic cost and environmental effectiveness of these practices. The NJDEP offered, in the interest of achieving the goals of the WMP, and also recognizing its budgetary and staffing constraints, the alternate approach of §
594-8 below, hereby adopted as part of this chapter, in order to satisfy stormwater management plan and WMP requirements.
The NJDEP has recommended and the Township Council
hereby adopts the following process for approval NJDEP will issue
a blanket certification of the wastewater management plan. The blanket
certification is issued in accordance with the following:
A. The Townships adopts no net increase as a goal with
respect to stormwater affecting the sewer service area.
B. The Township seeks to implement the attainment of
the no net increase goal through both structural and nonstructural
management practices.
C. The Township will submit to NJDEP an annual report
of certification(s) of individual stormwater management plans approved
prior to the issuance of final site plan and subdivision approval,
which annual report will be filed by the end of January each year
encompassing the previous calendar year, and further providing that
such plans satisfy the following criteria:
(1) The evaluation in terms of the goal of no net increase
was based upon the Township's review of plans submitted by the applicant
seeking Township site plan and subdivision approval.
(2) The plans include, at a minimum:
(a)
An assessment of stormwater runoff amount for
both predevelopment and postdevelopment;
(b)
An assessment of the applicability and effectiveness
of current best management practices for nonpoint source control with
respect to the project;
(c)
An assessment of on-site and off-site opportunities
for nonpoint source control related to the project; and
(d)
An assessment of the economic cost and environmental
effectiveness of those practices with respect to the project.
