This section provides the minimum submission
requirements for a Stormwater Management Plan. The applicant shall
refer to the above-mentioned NJDEP manuals regarding BMPs and facilities
maintenance as a guide in preparing the scope of the project report
and maps discussed below.
The applicant shall prepare a report which includes
the following:
A. A written description of existing conditions on the
project site. This description shall include a description of natural
and man-made features of the site with emphasis on soil conditions,
slopes, wetlands, water bodies and vegetation. Particular attention
shall be paid to unique or environmentally sensitive features as they
relate to stormwater runoff quantity and pollutant loads.
B. A written description of the proposed project with
particular emphasis on aspects of the project which relate to stormwater
runoff quantity and pollutant loads, and changes to the stormwater
drainage characteristics of the site as compared to existing conditions.
C. Data and calculations regarding existing and proposed
stormwater quantity and pollutant loads; and design and analysis of
stormwater conveyance facilities, including but not limited to the
following:
(1) For infiltration facilities proposed to meet the no-net-increase
objectives of this chapter, the results of a subsurface investigation
and soil tests demonstrating the suitability of the area's soils and
groundwater infiltration and treatment of runoff shall be provided.
(2) A nonpoint source pollutant loading analysis shall
be prepared and submitted, demonstrating that the nonpoint source
pollutant and sediment loadings resulting from the proposed land development
or construction project do not exceed the standards set forth in this
chapter.
D. A written demonstration regarding how the proposed
project satisfies the goal of no net increase as provided in this
chapter.
E. A detailed maintenance and monitoring plan. This plan
shall, at a minimum, demonstrate the methods and frequency of maintenance
activities and identify the entity responsible for maintenance.
The applicant shall prepare the following maps
in connection with the project report:
A. A topographic map showing existing conditions at the
site at a scale of one inch equals 200 feet or greater showing two-foot
contours and extending a minimum of 200 feet beyond the project site
boundaries. The existing conditions map shall delineate floodplain
areas and environmentally sensitive features (e.g., slopes exceeding
15%, wetlands areas, endangered species habitats, aquifer recharge
areas, etc.).
B. A topographic map showing proposed conditions at the
site with the same scale and characteristics as the existing conditions
map.
C. A stormwater facilities map with the same scale and
characteristics as the existing conditions map illustrating all stormwater
management facilities.
An application under this chapter may be exempt
from all or a portion of these submission requirements where it can
be demonstrated that the information requested is impossible to obtain
or it would create a hardship on the applicant.
