A. 
The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or other official traffic device.
B. 
It is hereby intended that this article is to supersede § 1202 of the Vehicle and Traffic Law of the state insofar as it pertains to fire stations.

All parking, stopping, or standing is prohibited on the driveway running along the south side of the Post Office property at 3 Rochester Street, except fifteen-minute parking is allowed in the designated parking places.

A. 
The parking of vehicles in the Village of Scottsville on certain areas of Main Street is hereby limited, except on Sundays and holidays, as follows:
(1) 
Two-hour parking on the north side of Main Street from Rochester Street to the Mill Race.
(2) 
Two-hour parking on the south side of Main Street from River Road to the Mill Race.
B. 
The parking of vehicles in the Village of Scottsville between 6:00 a.m. and 7:00 p.m. is hereby limited, except on Sundays and holidays, as follows:
(1) 
Two-hour parking on the south side of Beckwith Avenue from a point 100 feet west of the west wall of the Thomas J. Connor School to a point 100 feet east of the east wall of such school, except where otherwise prohibited.

(2) 
Fifteen minutes from the west wall of 7 Main Street to the east edge of 13 Main Street.

C. 
Special permit. Upon application and demonstration of special necessity, the Village Board may grant an exemption permit of limited duration.
A. 
When any vehicle is parked or abandoned on any highway within this village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway upon which such vehicle is parked or abandoned, such vehicle may be removed by the Town of Wheatland Police Department, the County Sheriff's Department or the State Police Department.
B. 
When any vehicle is found unattended on any highway within this village where such vehicle constitutes an obstruction to traffic, such vehicle may be removed by the Town of Wheatland Police Department, the County Sheriff's Department or the State Police Department.
C. 
When any vehicle is parked or abandoned on any highway within this village where stopping, standing or parking is prohibited, such vehicle may be removed by the Town of Wheatland Police Department, the County Sheriff's Department or the State Police Department.
D. 
When a vehicle has been abandoned in any of the public parking areas within this village, such vehicle may be removed by the Town of Wheatland Police Department, the County Sheriff's Department or the State Police Department.
E. 
After the removal of any vehicle as provided in this section, the Town of Wheatland Police, the County Sheriff's Department or the State Police may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the tow truck owner-operator of the amount of all expenses actually and necessarily incurred in effecting such removal.

F. 
The Town of Wheatland Police Department, the County Sheriff's Department or the State Police Department shall without delay report the removal and the disposition of any vehicle removed as provided in this section to the Village Clerk. It shall be their duty to ascertain to the extent possible the owner of the vehicle or person having some charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.

The following parking spaces shall be only for those vehicles displaying a properly issued handicapped parking permit:
A. 
A single handicapped parking space on the north side of Main Street, immediately west of the entrance road to the municipal parking lot.
B. 
A single handicapped parking space on the south side of Main Street, being the second parking space west of the fire hydrant in front of 17 Main Street.
C. 
A single handicapped parking space on the north side of the Post Office driveway, between the Rochester Street sidewalk and the front of the Post Office at 3 Rochester Street.
D. 
A single handicapped parking space on the north side of Main Street in front of 32 Main Street.
A. 
The Village Board hereby authorizes the use of its own information and appearance ticket for violations of the parking, stopping, and standing provisions of Article III of Chapter 162 of the Village Code.

B. 
The information and ticket shall be in such form as prescribed by the Village Board of Trustees. Copies thereof shall be kept on file in the office of the Village Clerk.
C. 
The fine for each violation of §§ 162-8 through 162-15 of the Village Code shall be $50, except that a fine of $100 shall be imposed for each violation of the handicapped parking provisions in § 162-15. This fine schedule shall appear on the authorized forms along with appropriate instructions for the person charged.
