A. 
There shall be, in the City of Salem, a City Clerk appointed for a three-year term by the Council.
B. 
For the purposes of tenure, the term of the City Clerk shall be deemed to have begun as of the actual date upon which a person serving as City Clerk is appointed. In the event of a vacancy in the office of City Clerk, an appointment shall be made for a new term and not for the unexpired term. A reappointment of an incumbent City Clerk made within 60 days following the expiration of the prior term shall not be considered to be a new appointment and the effective date of the reappointment shall date back to the date of expiration of the initial term of appointment.
C. 
Should the office of City Clerk become vacant, the Council may appoint a person to serve as acting City Clerk for a period of not more than six months.
D. 
The Council shall appoint a person to a three-year term as City Clerk within six months after the previous City Clerk has resigned or the office has otherwise become vacant.
E. 
The City Clerk shall:
(1) 
Act as secretary of the city and custodian of the City Seal and of all minutes, books, deeds, bonds, contracts and archival records of the city except as otherwise provided by ordinance.
(2) 
Act as secretary to the governing body, prepare meeting agendas at the discretion of the governing body, be present at all meetings of the governing body, keep a journal of the proceedings of every meeting, retain the original copies of all ordinances and resolutions, and record the minutes of every meeting.
(3) 
Serve as the chief administrative officer in all elections held in the municipality, subject to the requirements of Title 19 of the New Jersey Statutes Annotated.
(4) 
Serve as chief registrar of voters in the municipality, subject to the requirements of Title 19 of the New Jersey Statutes Annotated.
(5) 
Serve as the administrative officer responsible for the acceptance of applications for licenses and permits and the issuance of licenses and permits, except where statute or city ordinance has delegated that responsibility to some other city officer.
(6) 
Serve as coordinator and records manager responsible for implementing local archives and records retention programs as mandated pursuant to Title 47 of the New Jersey Statutes Annotated.
(7) 
Perform such other duties as are now or hereafter imposed by statute, regulation or by city ordinance, resolution or regulation.

A. 
There shall be for the City of Salem the office to be known as "Deputy City Clerk" who shall be appointed by the Council of the City of Salem.
B. 
The Deputy City Clerk appointed pursuant to this Ordinance shall serve at the pleasure of Council.
C. 
The duties and powers shall be to carry on those duties and powers exercised by the City Clerk, at such times as he/she is unable by physical absence or disability to carry on said duties.
D. 
The individual designated as Deputy City Clerk may be a part-time or full-time employee of the City in another position as permitted by statute.
A. 
Qualifications; term; compensation.
(1) 
The City Attorney shall be an attorney-at-law of at least two years admittance in New Jersey.
(2) 
Term. The City Attorney shall be appointed by the Council for a term of one year.
(3) 
Compensation for the City Attorney shall be fixed by the Council.
B. 
Powers and duties. The City Attorney shall perform all legal duties of the city, including but not limited to the giving of legal advice to the Mayor and Council.

The Council shall appoint a qualified City Engineer for a term to be fixed by the Council, which shall not exceed three years, and fix his/her compensation in an annual salary or on a fixed-fee basis or at an hourly rate and based upon actual time and expenses agreed upon prior to the rendering of the services. The City Engineer shall not be compensated by receiving a percentage of any contract for which he/she renders services.

Term. The term shall be four years.
B. 
Powers and duties. The Chief Financial Officer will have all the powers and duties provided for in N.J.S.A. 40A:9-140.1 et seq.[1]

Qualifications and term of office.
(1) 
The Council shall appoint a City Treasurer.
(2) 
Term. The term shall be four years.
B. 
Powers and duties. The City Treasurer's responsibilities shall include but not be limited to the following:
(1) 
The City Treasurer shall receive all revenues of the city except as otherwise provided.
(2) 
The City Treasurer shall enter into bond, with such security as the Council may approve, conditioned for the faithful duties of his/her office, which said bond, after the approval of said Council shall be endorsed thereon, shall be delivered to the City Clerk, who is hereby directed and required to file the same in his/her office.
(3) 
The City Treasurer shall once in each year and as much oftener as the Mayor and Council shall require make a statement of all moneys received and paid out by him, showing the source from whence received and to what applied, the amount of indebtedness of the city and the balance of funds on his/her hands, which when approved by the Council shall be filed in the office of the City Clerk and in accordance with the statutes governing the same.
(4) 
The City Treasurer shall be a collector of all licensing fees.
(5) 
The City Treasurer shall authorize the processing of all financial transactions for the city after approval by the Council. The City Treasurer shall be the designated officer authorized to make payment of all bills approved by the Council.
(6) 
The City Treasurer shall be the principal officer in charge of calculating, billing and collecting city water and sewer charges and assessments.
(7) 
The City Treasurer shall be the principal officer charged with the maintenance of personnel files for all city employees and shall act as the liaison between the city and the New Jersey Department of Personnel.
(8) 
The City Treasurer shall be responsible for the preparation of the annual city budget.
(9) 
Deputy Treasurer. The City Council may appoint a municipal finance officer to serve as Deputy Treasurer to assist the CFO and have such responsibilities as delegated by the CFO to assist in the financial administration of the municipality. The Deputy Treasurer shall serve at the pleasure of the City Council.

There shall be in the City of Salem a City Tax Assessor who shall be appointed by the Council for a term of four years in accordance with N.J.S.A. 40A:9-146 et seq.
There is hereby established in and for the City of Salem and the State of New Jersey the position of Tax Collector. Pursuant to N.J.S.A. 40A:9-142 et seq, the Tax Collector shall be appointed for a four-year term. The Tax Collector shall be appointed by the Council. The compensation for the Tax Collector shall be fixed by Council.

A. 
There shall be in and for the City of Salem a municipal administrator pursuant to N.J.S.A. 40A:9-136 et seq. to be known as the "City Administrator."
B. 
The City Administrator shall be appointed by the Mayor with the advice and consent of the Council.
C. 
The City Administrator shall serve at the pleasure of the Council and may be removed by the two-thirds vote of the Council pursuant to N.J.S.A. 40A:9-138.
D. 
The City Administrator shall:
(1) 
Act as an agent of the Mayor and Council in the administration of city affairs and exercise executive authority to administer the day-to-day operations of city government and affairs.
(2) 
Implement, supervise and monitor the regulations, policies and directives of the Mayor and Council.
(3) 
Supervise administrative matters relating to the various departments, authorities, boards, commissions, officers, employees and agents of the City and acts as a liaison for same with the Mayor and Council.

(4) 
Act as a liaison between the Mayor and Council and the City Attorney, City Prosecutor, City Public Defender, City Engineer, City Auditor and other city professionals.
(5) 
Perform such other duties as are now or hereafter imposed by statute, regulation, ordinance, resolution, regulation or directive. Nothing in this section shall be interpreted as providing the City Administrator with authority over, control of or responsibility for the duties and responsibilities imposed by state law upon the independent statutory officers of the city.
E. 
Compensation for the City Administrator shall be fixed annually by the Council.
Civil defense (emergency management) procedures shall be as provided in N.J.S.A. App. A:9-41 et seq.

A. 
Position created. There is hereby created the position of Qualified Purchasing Agent (QPA).
B. 
Duties and service.
(1) 
The Qualified Purchasing Agent shall serve as a purchasing agent as defined in N.J.S.A. 40A:11-2.
(2) 
The QPA shall hold a valid QPA certificate as approved by the State of New Jersey Department of Community Affairs to perform certain provisions of the Local Public Contract Law.
C. 
Appointment. The QPA shall be appointed by the Council and shall serve at the pleasure of Council. The individual designated as the QPA may be a part-time or full-time employee of the City, an independent contractor or an individual employed by another contracting unit through a shared services agreement. The QPA may hold another position in the City as permitted by law.
D. 
Salary. The salary for the position of QPA shall be provided in the City Salary Ordinance as established by Council.

A. 
Position created and duties. City Council may appoint to a person serve as Payroll Supervisor/Pension Fund Supervisor to assist the CFO and work under the supervision of the CFO to coordinate actions of workers engaged in preparing payrolls and processing applications for membership in the pension system, along with related duties and responsibilities as delegated by the CFO to assist in the administration of the municipality.
B. 
Salary. Salary for the position of Payroll Supervisor/Pension Fund Supervisor shall be set by ordinance.

The City Council may appoint an employee to serve as Analyst (Grant Applications) Program Monitor to assist the Mayor and City Council and have such responsibilities as delegated by the City Council and Administration related to preparation of grant applications and management, of grants for compliance with the applicable grant program requirements. The salary for said position shall be pursuant to ordinance.
