For the purpose of this article, the following
terms shall have the meanings indicated:
A person permanently domiciled within the City of Salem,
a domicile which has not been adopted with the intention of taking
up or claiming a previous residence within the City.

Except as otherwise provided by law, the City
Council may give preference to City residents in the hiring process
when all other qualifications are equal.
