A. 
The state General Municipal Law § 209-m authorizes local governments, upon request, to provide police assistance to other local governments in time of emergency or civil disturbance. The statute provides that, in villages, the Mayor, whenever he deems that the public interest requires it, may request the chief executive officer of any other local government to detail, assign and make available for duty and use in the Village any part of the forces, equipment and supplies of the police department, police force or parkway police force of that other local government. The statute also authorizes the Mayor to grant a request by another local government for the use of Village police forces, equipment and supplies within that other local government. The statute provides that a local government may, by local law, delegate to the Chief of Police, as defined, the powers granted to the Mayor to request and grant police assistance.
B. 
The purpose of this chapter is to delegate those powers to the Village Chief of Police.
The Chief of Police of the Village of Highland Falls is hereby delegated the power to request and grant police assistance, in accordance with § 209-m of the state General Municipal Law, whenever he deems that the public interest requires it, and he may detail, assign and make available for duty and use in a local government which makes a request for assistance any part of the forces, equipment and supplies of the Village of Highland Falls Police Department. The Chief of Police shall attempt to consult with the Mayor prior to requesting or granting such police assistance. The term "Chief of Police" shall mean the Village Chief of Police and shall include any Village of Highland Falls police officer in command of the Police Department during the absence, illness or disability of the Chief of Police or who is authorized to exercise the powers of the Chief of Police in emergency situations.
