The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
It shall be unlawful for any person to park any vehicle:
A. 
Other than a taxi in a zone established as a taxi stand.
B. 
On a sidewalk.
C. 
Within 20 feet of any intersection or corner, except where otherwise permitted by official signs or as indicated by parking meters.
D. 
Within 10 feet of an intersection in areas where parking is permitted.
E. 
Within 15 feet of any fire hydrant.
F. 
Against the movement of traffic.
G. 
For the purpose of loading or unloading in an area designated specifically for loading and unloading for a period in excess of two hours in any twenty-four-hour period.
H. 
In front of any driveway and/or within three feet adjacent thereto.

In a posted fire zone.
J. 
In excess of 12 inches from curb or edge of street.
K. 
On any state highway except where authorized by parking spaces.
L. 
On the roadway side of any vehicle stopped, standing or parked at the curb or edge of the street.
M. 
Obstructing snow removal: See Chapter 187, Article I.
N. 
Obstructing fire hydrant.

O. 
At the Bog Meadow reservoir or its access roads unless such vehicle displays a Bog Meadow parking permit issued by the Highland Falls Village Hall.

P. 
It shall be a violation of this chapter to park a nonelectric vehicle at an electric vehicle charging station.

A. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary no-parking signs are displayed. The Chief of Police, or in his absence the ranking police officer, is authorized to declare an emergency and to direct the posting of said emergency no-parking signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic.
B. 
Reasonable efforts shall be made to give notice to the operator or owner of any vehicle which has been parked prior to the imposition of an emergency and which might be deemed in violation of the emergency after the emergency becomes effective.
C. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal, before regaining possession of the vehicle.
No person shall drive, park or place any vehicle upon the land of another within the Village without the prior consent or invitation, express or implied, of the owner, lessee or occupant of such land.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 108-61), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 108-62), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 108-63), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§ 108-64) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall park a vehicle during the time periods specified in Schedule XVI (§ 108-65), unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVII (§ 108-66) at any time between the hours listed in said Schedule XVII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
The locations described in Schedule XVIII (§ 108-67), attached to and made a part of this chapter, are hereby designated as loading zones. Loading zones shall be reserved exclusively for loading and unloading activities.
The locations described in Schedule XIX (§ 108-68), attached to and made a part of this chapter, are hereby designated as taxi stands. Taxi stands shall be reserved exclusively for the parking of taxis.
The locations described in Schedule XX (§ 108-69), attached to and made a part of this chapter, are hereby designated as bus stops. Bus stops shall be reserved exclusively for the parking of buses.
The locations described in Schedule XXI (§ 108-70), attached to and made a part of this chapter, are hereby designated as official parking spaces. For the purpose of this section, the word "official" shall mean any officer or employee of the Village or other governmental agency conducting business with the Village.
