A. 
Parking meter zones are hereby established and maintained along those streets or parts of streets described in Schedule XXIII (§ 108-72), attached to and made a part of this chapter.
B. 
The Board of Trustees may by resolution designate additional zones from time to time as it deems advisable in the public interest and as traffic conditions require. The Board may likewise by resolution discontinue any zone or part thereof at any time it may so elect.
The Board of Trustees is hereby authorized to mark off individual parking spaces in the parking meter zones designated and described in Schedule XXIII (§ 108-72) hereof and in such other zones as may hereafter be established, said parking spaces to be designated by lines painted or durably marked upon the curbing or surface of the street. At each space so marked it shall be unlawful to park any vehicle unless said vehicle shall be entirely within the limits of the space so marked. On state highways parking shall be parallel to the curb and the spaces shall be so marked as to conform to regulations of the State Traffic Commission.
A. 
The Board of Trustees is hereby to provide for the purchase, acquisition, installation, operation, maintenance, supervision, regulation and use of the parking meters provided for in this chapter and to maintain said meters in good workable condition, and said parking meters shall be installed upon the curb or sidewalk immediately adjacent to the parking space designated as provided in § 108-31 hereof.
B. 
Each parking meter shall be set so as to display a signal showing legal parking upon the deposit of the appropriate coin or coins, lawful money of the United States of America, for the period of time prescribed by this chapter. Each meter shall be so arranged that upon the expiration of the lawful time limit it will indicate by a proper visible signal that the lawful parking period has expired, and in such case the right of such vehicle to occupy such space shall cease, and the operator, owner or person in charge thereof shall be subject to the penalties hereinafter provided.
Except in a period of emergency determined by an officer of the Fire or Police Department, or in compliance with the directions of a police officer or traffic control sign or signal, when any vehicle shall be parked in any parking space along side or next to which a parking meter is located, the operator of such vehicle shall, upon entering said parking meter space, immediately deposit or cause to be deposited in said meter such proper coin of the United States as is required for such parking meter and as is designated by proper direction on the meter. When required by the directions of the meter, the operator of such vehicle, after the deposit of the proper coin or coins, shall also set in operation the timing mechanism on such meter in accordance with directions properly appearing thereon. Failure to deposit such proper coin and to set the timing mechanism in operation when so required shall constitute a violation of this chapter. Upon deposit of such coin (and the setting of the timing mechanism in operation when so required), the parking space may be lawfully occupied by such vehicle during the period of time which has been prescribed for the part of the street in which said parking space is located. Any person placing a vehicle in a parking meter space adjacent to a meter which indicates that unused time has been left in the meter by the previous occupant of the space shall not be required to deposit a coin so long as his occupancy of said space does not exceed the indicated unused parking time. If a vehicle shall remain parked in any metered parking space beyond the parking time limit set for the parking space, and if the meter shall indicate such overtime parking, then, and in such event, such vehicle shall be considered as parking overtime and beyond the period of legal parking time, and such vehicle shall be deemed in violation of the provisions of this chapter.
A. 
Parking or standing a vehicle in a designated space in a parking meter zone shall be lawful for up to 60 minutes upon deposit of one quarter or up to 120 minutes upon deposit of two quarters, said coins to be of the United States of America.

B. 
Said parking meters shall not be operated on Sundays or holidays and shall be operated on all other days only between the hours of 8:00 a.m. to 6:00 p.m.
C. 
No vehicle shall park in any metered parking space for a period of time exceeding two hours or in an unmetered space in a metered zone for a like period.
D. 
The Village Board shall, by resolution, adopt an electric vehicle charging station policy governing the amount to be charged to members of the public who park electric vehicles at any electric vehicle charging station provided by the Village, and shall amend that policy from time to time in the same manner.

It shall be unlawful and a violation of the provisions of this chapter for any person to:
A. 
Cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the period of legal parking time established for any parking meter zone as herein described or to deposit in any parking meter any coin for the purpose of parking beyond the maximum legal parking time for the particular parking meter zone.
B. 
Permit any vehicle to remain or be placed in any parking space adjacent to any parking meter while said meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period prescribed for such parking space.
C. 
Park any vehicle across any line or marking of a parking meter space or in such position that the vehicle shall not be entirely within the area designated by such lines or markings.
D. 
Deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this chapter.
E. 
Deposit or cause to be deposited in any parking meter any slugs, device or metal substance or other substitute for lawful coins.
It shall be the duty of the Police Department acting in accordance with the instructions issued by the Board of Trustees to enforce the provisions of this chapter.
It shall be the duty of the Police Department acting in accordance with instructions issued by the Board of Trustees to make regular collections of the money deposited in said meters and to deliver the same to the Village Treasurer or such other persons as the Board of Trustees shall designate.
The specified coin or coins required to be deposited in parking meters as provided herein are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the public streets, and also the cost of supervising and regulating the parking of vehicles in the parking meter zones created hereby, and to cover the costs of purchasing, acquiring, installing, operating, maintaining, supervising, regulating and controlling the parking meters described herein. The meaning of the terms "the proper regulation and control of traffic upon the public streets" as used in this section shall be construed and is intended to include the right to acquire by lease or purchase parking fields and the improvement thereof. Any surplus revenue which may be accumulated from such fees and not required for the aforesaid purposes may be used and appropriated for any other lawful purpose.
A. 
Nothing in this chapter shall be construed as prohibiting the Village of Highland Falls, New York, from providing for bus stops, for taxicab stands and similar matters, including the loading or unloading of trucks, vans or other commercial vehicles, except that it shall be lawful for commercial trucks and delivery cars to park in the parking meter zones to load and unload merchandise without depositing a coin or coins for a period not to exceed 30 minutes. Should any such commercial truck or delivery car be parked in excess of 30 minutes, such parking shall be deemed a violation of this chapter, and the owner or operator of such commercial truck or delivery car shall be liable and subject to the penalty or penalties imposed hereunder.
B. 
At any place or places within limited parking and parking meter zones where parking meters are not placed and maintained, the Board of Trustees may, in the interest of public safety and the free flow of traffic in the streets and avenues, cause no parking areas to be established or otherwise limit parking of vehicles, provided that designating signs are erected and maintained in such areas.
All parking meter spaces shall be so marked that no vehicle will be required to park in violation of § 1202 of the Vehicle and Traffic Law of the State of New York.
