As used in this chapter, the following terms shall have the meanings indicated:
CROSSWALK or WALKWAY
A pedestrian right-of-way, dedicated to public use, to facilitate access through a subdivision.
LOT
The unit or units into which land is divided with the intention of offering such units for sale, either as undeveloped or developed sites, regardless of how they are conveyed. Lot shall also mean parcel, plot, site or any similar term.
MASTER PLAN
A plan for the future growth, protection and development of the municipality, affording adequate facilities for the housing, transportation, comfort, convenience, public health, safety and general welfare of its population, all pursuant to § 272-a of Article 16 of the Town Law.
STREETS and HIGHWAYS
A. 
EXPRESS HIGHWAYA high-speed, limited access highway under the jurisdiction of the County, state or a special authority, designed to carry heavy traffic volumes and intended to connect regions and, in many instances, states.
B. 
EXPRESS PARKWAYAn express highway on which the traffic is restricted to passenger and emergency vehicles.
C. 
SECONDARY HIGHWAYA highway under the jurisdiction of the County, state or a municipality, designed as a link to an express highway or parkway and intended to connect municipalities and centers of industrial, commercial and residential development both within and outside a particular municipality.
D. 
MAJOR STREETA street designed for medium speeds and considerable continuity of moderately heavy traffic volumes and intended to connect centers of development within the municipality and to channel the traffic to secondary highways or to express highways or parkways.
E. 
COLLECTOR STREETA street, usually within a subdivision or subdivisions, designed for low speeds and considerable continuity of low traffic volumes and intended to channel the traffic from minor streets to major streets or secondary highways.
F. 
MARGINAL ACCESS STREETSA street located adjacent and parallel to an express highway or parkway or to a secondary highway, on the same or a separate right-of-way and designed to provide access to abutting properties without interrupting the highway traffic except at recognized interchanges and access points.
G. 
MINOR STREETA street, usually within a subdivision, designed with limited continuity for low speeds and very low traffic volumes and intended solely to provide access to abutting properties within a limited area.
H. 
CUL-DE-SACA short, dead-end minor street terminating in a vehicular turnaround area.
I. 
STREET TAP or STUB STREETA street within a subdivision designed to provide a prospective connection between developed and undeveloped areas so that a logical future minor street pattern may be assured and coordinated with the existing street system.
SUBDIVISION
The division of real property into lots, plots, blocks or sites, with or without streets, for the purpose of offering such lots, plots, blocks or sites for sale to the public or for the purpose of providing one or more additional building sites. The term "subdivision" shall be deemed to include resubdivision and lot line adjustments.
