The purpose of this article is to establish policies and procedures for the collection of fees associated with the performance of marriage or civil union ceremonies by the Mayor of the Borough of Emerson.
A. 
Persons seeking to be married or joined in civil union by the Mayor of the Borough of Emerson shall remit the applicable fee delineated below to be paid to the Borough of Emerson:
(1) 
Residents (one party): $100.
(2) 
Nonresidents (neither party): $150.
(3) 
Transportation allowance: Varies. (See below.)
B. 
In addition to the fees shown in Subsection A(1) and A(2) above, there shall also be a transportation allowance for all ceremonies conducted outside the Borough. Said allowance shall be based on the actual round-trip mileage from the Emerson Municipal Building to the place of the ceremony and shall be based on the then-current mileage reimbursement rate established by the United States Internal Revenue Service.

Receipt of fees. The fees as above calculated shall be paid by check, payable to the Treasurer of the Borough of Emerson. Fees collected, other than the administrative fee, shall be deposited into the current account for disbursement to the Mayor as additional salary. The Borough of Emerson shall retain the administrative fee.
No fee or expense in excess of those set forth in § 146-3 hereof shall be payable unless approved by the governing body in advance of the ceremony.
The Mayor, in his discretion, is authorized to waive any fees provided for hereunder.
