[Adopted 6-5-1974 as Ch. 11, Art. II of the 1974 Code]
There is created in and for the Town a Board
of Police Commissioners.
The Board of Police Commissioners created by
this article shall consist of five resident electors of the Town,
all of whom shall be resident taxpayers.
At no time shall more than a majority of the
Police Commissioners be members of the same political party.
The members of the Board of Police Commissioners
shall be elected by vote at regular Town elections.
A.
Each Police Commissioner shall serve for a term of
four years. Terms shall be staggered so that two members are elected
at one time and three are elected the next time.
B.
Each member of the Board of Police Commissioners shall
serve for the term for which he is elected and until his successor
is elected and has qualified.
Each Police Commissioner shall be sworn to the
faithful performance of his duties.
The Board of Selectmen may remove any Police
Commissioner for cause.
All vacancies occurring in the membership of
the Board of Police Commissioners between elections shall be filled
by the Board of Selectmen.
The members of the Board of Police Commissioners
shall serve without compensation, but necessary expenses of said Board
or any member thereof shall be paid by the Town, when incurred in
the performance of duty and approved by the Board of Finance.
The Board of Police Commissioners shall annually,
in the month of October, elect a Chairman and a Secretary from its
members.
The Board of Police Commissioners shall hold
regular meetings and keep records thereof. Meetings of said Board
shall be held monthly or upon the call of the Chairman or a majority
of the members thereof.
A majority of the members of the Board of Police
Commissioners shall constitute a quorum.
The Board of Police Commissioners shall make
a report annually to the Selectmen which shall be included in and
published by the Selectmen in the Annual Report of the Town.[1]

The Board of Police Commissioners shall have
the control and management of all apparatus, equipment and buildings
owned and used by the Town for police purposes and shall purchase
all equipment which it may deem necessary for the Police Department.
The expenses, salaries and costs of maintenance
and equipment authorized by this article shall be paid by the Town
in the same manner as other expenses of the Town government.
The Board of Police Commissioners of the Town
shall have all the powers given by the General Statutes of the state
to such boards.
