As used herein, the following terms shall have the meanings indicated:
CARNIVAL GROUNDS
That tract of land owned by the Village of Montour Falls and partially occupied by the Village of Montour Falls Fire Department carnival facilities lying generally east of Seneca Street and bounded on the north by New York State Route 224, on the east by College Avenue, on the south by private residences and on the west by Seneca Street.

Not open to the public; entry restricted.
GENERAL PUBLIC
All persons other than members of the Montour Falls Fire Department, Village officials, contractors authorized by the Board of Trustees and persons on the Carnival Grounds by express permission of the Village of Montour Falls Board of Trustees or the Village of Montour Falls Fire Department.
The Board of Trustees has received complaints regarding vandalism, loitering, disturbance of the peace and disorderly conduct on the Carnival Grounds over a period of several years. Such incidents occur during the hours of darkness and are usually perpetrated by persons unknown. The Board finds such circumstances to be a matter of public safety concern and further finds closing the Carnival Grounds during certain hours to be an appropriate measure intended to discourage such activities.

The Village of Montour Falls Carnival Grounds shall be closed to the general public from dusk to dawn daily. No person shall enter therein between the aforesaid hours.
Violation of this article shall be punished by a fine not to exceed $250 or a term of community service. No jail term shall be imposable hereunder.
Appropriate signage shall be posted on the Carnival Grounds in manner reasonably calculated to provide notice of closure.

DAVID BENNETT HILL PARK
That tract or land owned by the Village of Montour Falls lying generally south of Main Street and bounded on the north by Main Street, on the east by lands of Cook (dba the "Cleaning Factory"), on the south by lands of Tewksbury and on the west by Owego Street, known as "David Bennett Hill Park."
GENERAL PUBLIC
All persons other than Village officials, contractors authorized by the Board of Trustees and persons thereon by express permission of the Village of Montour Falls.

David Bennett Hill Park shall be closed to the general public from 9:00 p.m. to 5:00 a.m. daily. No person shall enter therein, except for the purpose of continuous and uninterrupted passage through said park, between the aforesaid hours.

Appropriate signage shall be posted at the David Bennett Hill Park in a manner reasonably calculated to provide notice of closure.
