Any person who shall commit any disturbance or who shall be guilty of
any act, word or conduct causing or tending to cause a disturbance of the
peace and good order of the Borough; or who shall cause or tend to cause any
loud or unusual noise; or who shall use any profane, scandalous, insulting,
obscene, lewd, filthy or other indecent language to any person or in the hearing
of any person or persons or causing or tending to cause any danger, discomfort
or annoyance to any of the inhabitants of the Borough of East Stroudsburg
or users of the Borough thoroughfares; or who shall make any immodest, immoral,
lewd or other indecent act to or in the presence of any other person or persons;
or who shall unlawfully and willfully make any boisterous, raucous or unseemly
noise or disturbance, or who shall fight or quarrel or incite others to fight
or quarrel; or who shall loaf or loiter or congregate upon any of the public
streets or alleys or public grounds in the Borough of East Stroudsburg to
the annoyance of the peaceful residents nearby or to any member of the traveling
public upon any street or alley or being lawfully upon any of the public grounds
in the Borough so as to disturb the good order, quiet and welfare of the Borough
whereby the public peace is broken or disturbed shall be guilty of disorderly
conduct, which is hereby prohibited within the Borough of East Stroudsburg.

Any person who shall violate or fail to comply with any of the provisions
of this chapter shall be guilty of a summary offense and, upon conviction
thereof, shall be punishable by a fine of not more than $600 or by imprisonment
for not more than 30 days, or both.
