A. 
Establishment of position. There is hereby established, under the authority granted to the Mayor and the City Manager, the position of Director of Personnel and Labor Relations in and for the City.
B. 
Duties and responsibilities. The Director of Personnel and Labor Relations shall develop and maintain effective systems of job classification, evaluation, hiring, compensation planning, employee benefit administration and manpower planning. In addition, he or she shall serve as principal management negotiator, developing contracts with employee organizations and acting as agent for the Civil Service Commission. He or she shall direct a staff in the orderly administration of personnel policies and labor relations and receive supervision from and report to the City Manager. Specific job duties and responsibilities are further set out under the wage and salary classifications adopted by the Mayor and Council.
C. 
Appointment and term.
(1) 
The appointment of the Director of Personnel and Labor Relations shall be recommended by the City Manager and confirmed by the Mayor and Council.
(2) 
The term of office shall be at will, meaning that the employee may resign or quit at any time, with or without cause, and that the City, by a majority vote of Council, may terminate the employment relationship at any time, with or without cause.
D. 
Salary and benefits.
(1) 
The salary for the Director of Personnel and Labor Relations shall be within the wage and salary classification adopted by the Council, be recommended by the City Manager and be approved by the Mayor and Council.
(2) 
The Director shall be entitled to the minimum benefits received by other appointed officials. Additional benefits may be recommended by the City Manager and approved by the Mayor and Council.
