There is hereby established, under the authority granted to the Mayor and the City Manager, the position of City Assessor in and for the City.
The City Assessor shall establish policy for conducting appraisals and surveys of real and personal property, personally carry out the more difficult inspections and assessment determinations and assign staff to inspection, valuation and record maintenance activities. In addition, he or she shall direct and coordinate all data-gathering to final assessments and preparation of tax rolls. Supervision, in general, and special supervision shall be received from the Mayor. Specific job duties and responsibilities are further set out under the wage and salary classifications adopted by the Mayor and Council.

A. 
The appointment of the City Assessor shall be recommended by the City Manager and confirmed by the Mayor and Council.
B. 
The term of office shall be at will, meaning that the employee may resign or quit at any time, with or without cause, and that the City, by a majority vote of Council, may terminate the employment relationship at any time, with or without cause.

The salary for the City Assessor shall be within the wage and salary classification adopted by the Council, be recommended by the City Manager and be approved by the Mayor and Council.
B. 
The City Assessor shall be entitled to the minimum benefits received by other appointed officials. Additional benefits may be recommended by the City Manager and approved by the Mayor and Council.
