GENERAL REFERENCES
Officers and employees — See Ch. 80.
Village Board — See Ch. 120.
The Board of Review shall consist of the Village President, the Village Clerk and three Trustees appointed by the Village President. The other three Trustees shall be alternate members of the Board of Review.
A. 
Established. There is hereby established a Village Plan Commission in accordance with §§ 61.35 and 62.23, Wis. Stats.
B. 
Membership. The Village Plan Commission shall consist of up to 10 members who shall serve without compensation. One member shall be the Village President by virtue of office, and one shall be a Village Trustee appointed by the Village Board each May. The other members shall be citizens of recognized experience and qualifications appointed by the Village President subject to confirmation by the Village Board. Members shall be removable as provided by law.

C. 
Presiding officer. The presiding officer shall be the Chairman of the Commission, who shall not be a Trustee or the Building Inspector.
D. 
Secretary. The position of Secretary shall be held by the Deputy Clerk by virtue of office.

E. 
Oaths. Official oaths shall be taken by all members in accordance with § 19.01, Wis. Stats., within five days of receiving notice of their appointment.[2]

F. 
Terms. Terms of the citizen members shall commence on the third Tuesday of May and shall be for staggered three-year periods.
G. 
Vacancies. Vacancies shall be filled for the unexpired term in the same manner as appointments for the full term.
H. 
Organization.
(1) 
The Plan Commission shall organize and adopt rules for its own government in accordance with the provisions of this section.
(2) 
Meetings shall be held monthly on the last Tuesday of each month and shall be open to the public.
(3) 
A majority of members shall constitute a quorum, and all actions of the Plan Commission shall require approval of a majority of those members present.

(4) 
A written record shall be kept showing all actions taken, resolutions made, findings, determinations, transactions and recommendations made, and a copy shall be filed with the Village Clerk as a public record.
I. 
Powers. The Village Plan Commission shall have such powers as may be necessary to enable it to perform its functions and promote municipal planning.
(1) 
Such powers shall include the following:
(a) 
To make reports and recommendations relating to the plan and development of the municipality to public officials, agencies and utilities and organizations and citizens.
(b) 
To recommend public improvement programs and financing thereof to the Village Board or Village President.
(c) 
To request available information from any public official to be furnished within a reasonable time.
(d) 
To employ experts and a staff and to pay for their services, supplies, equipment and such other expenses not to exceed the appropriations and regulations made by the Village Board.
(2) 
Members and employees of the Commission may enter upon any land in the performance of their duties.
J. 
Duties. The Village Plan Commission shall have the following functions and duties:
(1) 
To make and adopt a master plan for the physical development of the Village, including any areas outside of its boundaries, in accordance with § 62.23(2) and (3), Wis. Stats.
(2) 
To make and recommend an official map to the Village Board in accordance with § 62.23(6), Wis. Stats.
(3) 
To prepare and recommend a zoning map to the Village Board in accordance with § 62.23(7), Wis. Stats.
(4) 
To prepare and recommend a zoning ordinance to the Village Board in accordance with § 62.23(7), Wis. Stats.
(5) 
To prepare and recommend a land division ordinance to the Village Board in accordance with § 236.45, Wis. Stats.
(6) 
To make any changes to the master plan it deems necessary or desirable and to recommend any changes or amendments to the Village Board it deems necessary or desirable concerning the official map, zoning map, zoning ordinance and land division ordinance.
(7) 
To consider and report or recommend on all matters referred to it.
K. 
Referrals. The Village Board or other public officer, board or commission shall refer to the Village Plan Commission for its consideration and report before final action is taken the following matters:
(1) 
Location, use, design, vacation, abandonment, sale, acceptance, extension, alteration, lease and acquisition of all public structures, buildings, utilities, lands, ways and waters in accordance with § 62.23(5), Wis. Stats.
(2) 
All annexations or incorporations to the Village.
(3) 
All divisions of land within the Village's platting jurisdiction.
(4) 
All proposed or requested changes and amendments to the Village's master plan, official map, zoning map, zoning ordinance and land division ordinance.
L. 
Additional powers and duties. The Village Plan Commission shall have all additional powers and duties granted or assigned by the Village Board or by Village ordinance. All the powers and duties granted or assigned by the Wisconsin Statutes and any amendments thereto are hereby granted or assigned to the Commission, and such statutes are hereby adopted by reference.

A. 
Appointment. The Park Commission shall consist of a total of seven members. One member shall be a member of the Board of Trustees whose appointment to the Park Commission shall coincide with his term on the Board of Trustees. Of the remaining six members, a minimum of four shall be electors and citizens of the Village. All members of the Park Commission shall be appointed by the Village President, subject to confirmation by the Village Board. Members shall be removable as provided by law. Each member shall serve a three-year term, the terms to be staggered by the appointment of two members each year so as to provide continuity of membership.
B. 
Proceedings. The Park Commission shall annually elect a Chairman and Secretary who shall keep a record of its proceedings and file the same with the Village Clerk. The Commission shall establish policies for its operations.
C. 
Supervision and control of parks. The Park Commission shall supervise, control and regulate all public parks in the Village and regulate the planting, setting out, transplanting, maintaining, protecting and caring for of shade trees, shrubbery, grass, athletic fields, and pathways and sledding hills in the public parks in the Village. The Park Commission may improve and ornament the parks, prevent the encumbering or obstructing of such parks and generally may govern and regulate the use of such parks under the direction and the approval of the Village Board.
D. 
Village employees to serve the Commission. The Park Commission may request such help and employees as may be necessary for the improvement, protection and development of public parks in the Village. Payment for services rendered and materials acquired for that purpose will be with sums appropriated to it for that purpose by the Village Board. All such expenditures shall be paid by Village orders upon vouchers certified to by the Park Commission.
E. 
Changes in parks subject to Park Commission approval. No trees, shrubbery or buildings, additions or any infrastructure changes or alterations shall be made in and upon any of the parks of the Village except with the approval of and under the direction of the Park Commission and the Village Board.
F. 
Finances. The Park Commission shall submit to the Village Board by a date specified by the Village Board each year a proposed program and budget for the ensuing year. The Park Commission shall not contract any liability in excess of the budget appropriated unless specifically authorized by the Village Board. All moneys received for the purposes of the Commission, whether from the general fund or from approved donations or from such reasonable fees as may be charged for activities, facilities or services, shall be deposited in the general fund of the Village and segregated on the books of the Village. The Village Treasurer shall act as the Treasurer of the Park Commission without additional compensation. Expenditures shall be made only upon approval of the Village Board.
