The business of the Village Board shall be conducted
in the following order:
A. Call to order by presiding officer.
B. Roll call. If a quorum is not present, the meeting
shall thereupon adjourn, which may be to a specified date.
C. Reading, correction and approval of minutes of previous
meeting.
D. Citizens' comments and suggestions.
E. Presentation of accounts and allowances or disallowances.
F. Presentation of petitions and communications.
G. Reports of standing committees.
H. Reports of special or select committees.
I. Reports of Village officers.
K. Unfinished or miscellaneous business.
The Clerk shall prepare a written agenda for
each meeting and distribute the same at the meeting. No matter shall
appear on the agenda unless the Clerk has it at least 48 hours before
the meeting.
The Village Board shall direct the preparation
of any ordinances by the Village Attorney. Such ordinances when prepared
shall be submitted by the Village Attorney to the Village Clerk for
presentation to the Village Board. The ordinance shall be read by
the Clerk at the time of presentation to the Board unless reading
is waived by the Village Board. All resolutions shall be submitted
to the Board for consideration by the member presenting such resolution.
The Board shall thereupon act upon such resolution so presented. All
communications and other matters shall be submitted to the Village
Board by the Village Clerk.
These rules or any part thereof may be temporarily
suspended in connection with any matter under consideration by a recorded
vote of 2/3 of the members present.

No ordinance of the Village of Wales nor any other municipal
ordinance, rule, or regulation shall mandate that any person, partnership,
limited liability corporation or other corporation or business entity
of any kind, other than the Village itself, shall provide certain
wages or benefits to its employees or set the amount or type of any
employee wages or benefits to be provided by an employer located within
the Village limits.
