A. 
License required. Every person residing in the Village who owns a dog which is more than five months of age as of January 1 of any year shall annually obtain a license therefor as provided in this section.
B. 
Fees. The owner shall annually pay the Village Treasurer a license fee as set by the Village Board for each dog five months of age or older or 1/2 the required fee if the dog becomes five months old after July 1 of the license year. A late fee shall be added to any license fee for a dog which is not licensed by April 1 or within 30 days of acquiring ownership of a licensable dog or within 30 days after such dog becomes five months of age.[1]

C. 
Issuance of license. Upon payment to the Village Treasurer of the fee, the Treasurer shall issue to such owner a license to keep the dog for one year, and such person shall, upon procuring the license, place upon the dog a collar with a tag furnished to him/her by the Village Treasurer. The collar to which such license is attached shall be on the dog at all times. All licenses shall expire on December 31 of each year.

State regulations. Chapter 174 and § 95.21, Wis. Stats., pertaining to licensing of dogs and rabies control, are made a part of this chapter by reference.[2]

No person shall keep more than three dogs over the age of five months upon any premises within the Village except in a dog kennel approved by the Village Board.
No owner or person in control of or having custody of a dog or cat shall allow the same to run at large within the Village unless accompanied by and under the control of the owner or keeper while such dog or cat is on a leash. This section does not prohibit the owner or keeper from allowing a dog or cat to run at large upon premises owned and occupied by him/her.
The officer appointed by the Village Board shall apprehend any dog running at large within the Village or which does any of the things prohibited under § 148-5 and confine the same in a suitable dog pound.
No person shall own, harbor or keep any dog which:
A. 
Habitually pursues any vehicle upon any public street, alley or highway.
B. 
Habitually pursues any person walking upon the sidewalk adjacent to the premises where such dog is kept or upon the public highway adjacent to such premises.
C. 
Assaults or attacks any person.
D. 
Is vicious. Showing that a dog has bitten, attacked or injured any person shall constitute a prima facie showing that such dog is vicious.
E. 
Barks, yelps or howls so as to annoy or disturb any neighbor or so as to disturb the peace and quiet of the neighborhood.
A. 
Enforcement officer. The Village Board shall appoint an officer to enforce this chapter, including the right to commence actions on behalf of the Village for the collection of any forfeiture imposed under this chapter. Such action shall be brought in the name of the Village. Such officer shall be paid such compensation as the Village Board shall determine by resolution.
B. 
Disposition of unclaimed dogs. The keeper of the pound shall keep all dogs apprehended, as herein provided, for a period of seven days at the dog pound, unless sooner claimed by the owner or keeper, except that dogs which have bitten a person shall be quarantined for 10 days. If any dog is not claimed by the rightful owner within such time, the dog may be sold or destroyed in a proper and humane manner.
C. 
Owner or keeper to pay costs.[1]
(1) 
The owner or keeper of any dog with a license attached that is returned by the Village officer to the owner or keeper upon apprehension and without confinement in the dog pound shall pay for the first and second offense to the officer a fee as set by the Village Board. For the third offense within one year, the dog will be impounded and the owner or keeper shall pay to the Village Clerk a fee as set by the Village Board plus all actual costs for the care and keeping of such dog in the pound. The Village Clerk shall issue a receipt to the owner of the dog, who shall be entitled to release of such dog from the dog pound upon delivery of such receipt to the dog pound keeper. In addition thereto, a citation will be issued to the owner or keeper of such dog and a forfeiture imposed of not less than $25 nor more than $100. In the event of any subsequent offenses within one year of the third offense, the dog will be impounded and the owner or keeper thereof shall pay to the Village Clerk an enforcement fee as set by the Village Board plus all actual costs for the care and keeping of such dog in the pound. The Village Clerk shall issue a receipt to the owner of such dog, who shall be entitled to release of such dog from the dog pound upon delivery of such receipt to the dog pound keeper. In addition thereto, a citation will be issued to the owner or keeper of such dog and a forfeiture imposed of not less than $50 nor more than $200.
(2) 
Any dog apprehended by the Village officer without a license attached shall be impounded. For the first offense the owner or keeper of any such dog shall pay an enforcement fee as set by the Village Board plus all actual costs for the care and keeping of the dog in the pound to the Village Clerk, who shall issue a receipt to the owner of such dog, who shall be entitled to release of such dog from the dog pound upon delivery of such receipt to the dog pound keeper. In addition thereto, a citation will be issued to the owner or keeper of such dog and a forfeiture imposed of not less than $25 nor more than $100, and the owner or keeper will be required to obtain a license for such dog before it is released from the pound. In the event of subsequent offenses within one year of the first offense, the dog will be impounded and the fee as set by the Village Board plus all actual costs for the care and keeping of the dog in the pound shall be paid to the Village Clerk, who shall issue a receipt to the owner of such dog, who shall be entitled to release of such dog from the dog pound upon delivery of such receipt to the dog pound keeper. In addition thereto, a citation will be issued to the owner or keeper of such dog and a forfeiture imposed of not less than $50 nor more than $200.

A. 
In addition to the revocation, suspension or nonrenewal of any license issued under this chapter, any person found to be in violation of any provision of this chapter shall be subject to a penalty as provided in § 1-4 of this Code, except where another penalty is prescribed in this chapter.[1]

B. 
As to any violation of this chapter, the court may enter such orders as the court deems necessary and prudent so as to abate any nuisance arising out of a violation of these provisions.
