B.
Whenever or wherever in the Village or contracted
area any inspection by an Inspector reveals a fire hazard, the Inspector
shall serve a notice in writing upon the owner or occupant of the
property, giving the owner or occupant a designated time in which
to correct or remove the hazard. The owner or occupant shall cause
such hazard to be corrected or removed within the time designated.
If the hazard is not corrected or removed within the time allowed,
it shall be deemed a nuisance. The Inspector shall inform the Chief
of such nuisance who shall, in turn, inform the Village Board. The
Chief is authorized to have the same corrected or removed by the Village,
and the cost of such correction or removal shall be recovered in an
action by the Village against such owner or occupant of the property.[2]
C.
The Inspector shall keep a written record of each
property inspected which shall conform to the requirements of the
State Department of Safety and Professional Services and shall make
the semiannual report of inspections required by the Department of
Safety and Professional Services.
D.
No person shall hinder or obstruct the Inspector or
his deputies in the performance of their duty or refuse to perform
any lawful direction given by them.

Copies of the Wisconsin Administrative Code provisions
and the codes and standards of the National Fire Prevention Association
adopted in this section shall be kept on file with the Village Clerk
for inspection or review by any interested person.
B.
Fire Prevention and Inspection Manual. The Fire Prevention
and Inspection Manual prepared and adopted by the Volunteer Fire Department
on August 3, 1987, shall be a part of the inspection procedure adopted
by the Fire Department and approved by the Village Board. Such manual
shall establish the standard policies and procedures for the fire
prevention and inspection program of the Department. A copy of such
manual shall be on file with the Village Clerk. Any future additions
or corrections to the Fire Prevention and Inspection Manual by the
Fire Department shall go into effect upon approval by the Fire Department
and upon filing with the Village Clerk and approval by the Village
Board.
C.
Fire inspections.
(1)
The owner or occupant of the premises shall be given
a written report of the findings of the inspection by the Fire Inspector
as to any fire hazards in the building and the time to correct such
hazards.
(2)
The Fire Inspector shall conform to the requirements
of the State Department of Safety and Professional Services rules
and regulations regarding all fire inspections made.
(3)
No person shall deny the Fire Inspector access to
any property at any reasonable time for the purpose of making fire
inspections or hinder or obstruct the Inspector in the performance
of his duties.
(4)
Any fire hazards found to exist during any fire inspections
shall be corrected to the satisfaction of the Fire Inspector within
the time established by the Inspector, who shall give written notice
of such time limit to the owner or occupant of such building. If the
fire hazard is not corrected or removed within the time established
by the Fire Inspector, the Village may correct or remove such fire
hazard, and the total costs and expenses incurred by the Village in
connection with such correction or removal shall be paid by the owner
within 30 days from the date of billing. The Village may then levy
such costs against the real estate involved as a special assessment
to be paid at the same time as real estate taxes are paid. Such special
assessment shall bear interest from the date that notice thereof is
given by the Village to the owner that such assessment will be made
against the property, and the rate of such interest will be 1% per
month until paid.
Except as otherwise provided, any person found to be in violation of any provision of this article or any rule, order or regulation promulgated hereunder shall be subject to a penalty as provided in § 1-4 of this Code.
