Every operator of a vehicle approaching an intersection at which an official traffic control device is erected in accordance with this chapter shall obey the direction of such official traffic control device as required by the Wisconsin Statutes incorporated by reference in § 454-1 of this chapter. Operators of vehicles approaching a stop sign shall stop before entering a highway as required by § 346.46, Wis. Stats. Operators approaching intersections at which a yield sign has been installed shall yield the right-of-way to other vehicles as required by § 346.18(6), Wis. Stats.
A. 
Definition. For purposes of this section, "heavy traffic" shall be defined as:
(1) 
All vehicles not operating completely on pneumatic tires, and
(2) 
All vehicles or combination of vehicles designed or used for transporting property of any nature and having a gross weight of more than 12,000 pounds. "Heavy traffic" does not include school buses, motor buses or recreational motor homes.
B. 
Prohibited routes; exceptions.
(1) 
Heavy traffic is prohibited from using any City of Weyauwega street or highway not designated as a heavy traffic route.
(2) 
This section shall not act to prohibit heavy traffic from using a City street or highway for the purpose of obtaining orders for supplies or moving or delivering supplies or commodities to or from any place of business or residence which has an entrance on such street or highway, nor shall this section apply to heavy traffic necessary to obtain orders, to make deliveries, or to move supplies or equipment for agricultural purposes. This exception shall be permitted for the period of time necessary to complete the above-described activities. This section will not act to prohibit heavy traffic from using any City streets over which are routed state trunk highways. When being driven to the site of any construction, repair or maintenance of electric, gas or water service, vehicles owned and operated by a public utility will be exempt from the provisions of this section.
(3) 
Construction equipment.
(a) 
Heavy construction equipment may use City streets or highways not designated as heavy traffic routes provided that the closest access route is utilized.
(b) 
City-owned or -operated equipment is specifically excluded from the provisions of this section.
C. 
Administration. The Police Department shall administer this section. Administration shall include:
(1) 
Posting of signs. Appropriate signs shall be posted giving notice of this section and of the heavy traffic routes established herein. Yellow signposts may also be used to designate heavy traffic routes.
(2) 
Maps. Maps of the City showing heavy traffic routes shall be prepared and shall be available upon request by heavy traffic operators and owners.
D. 
Liability. Any operator, corporation, owner or agent whose heavy traffic vehicle damages any City streets or highways in violating this section shall be liable and required to pay the City the cost of repair or replacement of the damaged street or highway.
E. 
Streets designated class "B" highways. All streets and highways within the City of Weyauwega, Wisconsin, are hereby designated class "B" highways subject to the weight limitations imposed on class "B" highways by the Wisconsin Statutes adopted by reference in § 454-1, except the highways or parts of highways designated as heavy traffic routes in Subsection F below and as follows:
(1) 
All state trunk highways and connecting streets.
(2) 
All county trunk highways and connecting streets within the City limits as indicated by the appropriate highway markers.
F. 
Heavy traffic routes. The following streets in the City of Weyauwega are hereby designated heavy traffic routes, for commercial vehicles, pursuant to § 349.17, Wis. Stats.:
(1) 
State Highway 110 as located through the City of Weyauwega.
(2) 
County Trunk Highways X and F located in the City of Weyauwega.
G. 
Temporary or seasonal weight limits.
(1) 
There shall be a temporary weight restriction on City streets, roads and alleys within the City of Weyauwega as follows:
(a) 
For any vehicle with one rear axle there shall be a six-ton gross weight restriction.
(b) 
For any vehicle with two rear axles less than eight feet apart there shall be a ten-ton gross weight restriction.
(2) 
The Supervisor of Public Works shall have the authority to set the effective date for these weight restrictions, which normally will be during the late winter and early spring months of the year, and shall be required to post these weight restrictions.
In the interest of public safety and pursuant to authority granted by § 349.07, Wis. Stats., the following highways or portions thereof are declared to be through highways:
A. 
South Mary Street from the south boundary line of Main Street to and including the south boundary line of West Clark Street.
B. 
North Mill Street from the north boundary line of the City of Weyauwega to the north boundary line of Main Street, and South Mill Street from the south boundary line of Main Street to and including the south boundary of Clark Street.
C. 
Pine Street from the south boundary line of the City of Weyauwega to the south boundary line of Main Street.
D. 
Alfred Street from the east boundary line of the City of Weyauwega to the east boundary line of Pine Street.
E. 
Main Street from the west boundary of the City of Weyauwega to the west boundary line of Lincoln Street, except that vehicles traveling in an easterly direction on said portion of Main Street shall stop before entering the intersection of Main and Mill Streets, and except that vehicles traveling in a westerly direction on said portion of Main Street shall stop before entering the intersection of Main and Mill Streets.
F. 
Ann Street from the east boundary line of Mill Street to the west boundary line of Lincoln Street.
