This chapter shall be known and may be referred to as the "Administrative
Code."
For the purpose of this chapter, except as the context may otherwise
require, the following definitions shall prevail:
AGENCY
Includes Borough Council and any board or commission established
by Borough Council by ordinance.

BOROUGH
Washington Borough, New Jersey, as presently constituted,
and any further entity containing the present Borough of Washington,
Warren County, New Jersey.
BYLAW
Any agency statement of applicability and continuing effect
that describes the organization, procedures or practice requirements
of any agency.

CHARTER
Council-Manager Plan E (Article 12A) of the Optional Municipal
Charter Law (New Jersey Laws of 1950, Chapter 210, as amended), and
all other general laws of the state applicable to the Borough thereunder.
DEPARTMENT
An organized unit of government established by this chapter,
and any other agency or instrumentality created and authorized by
legislative action of the Borough Council.
GENERAL LAW
All state statutes not inconsistent with the Charter and
either:
A.
By their terms, applicable or available to all municipalities;
or
B.
Relating to taxation, local courts, education, regional authorities
serving more than one municipality to which Washington Borough is
or will become a member.
MANAGER
The Municipal Manager, duly appointed pursuant to law, or
any Deputy or Acting Manager temporarily serving in place of the Manager
pursuant to Charter or ordinance.
ORDINANCE
Any and all ordinances of the Borough of Washington contained
in the Ordinance Book, on record in the Borough Clerk's office, in
force and effect on January 1, 1969, and all duly approved ordinances
thereafter.
RULE
Any agency statement of general applicability and continuing
effect that implements or interprets law or policy.

The seal as now in the possession of the Borough Clerk shall
be the Official Seal of the municipality until and unless replaced
on order of the Borough Council.
All existing ordinances shall be continued in force and effect
until repealed or amended pursuant to law, to the extent that they
are not in conflict with this chapter or the Charter. Whenever under
this chapter or any other authorized ordinances any act or forbearance
is prohibited or declared to be unlawful or an offense, or the doing
of any act is required and no specific penalty is provided with respect
thereto, the violation of such provision, rule or regulation or order
shall be punishable by imprisonment in the County Jail, or any place
provided by the Borough, for any term not to exceed 90 days or by
a fine not to exceed $500, or both. In the case of a continued violation,
each day shall constitute a separate offense. In case of a fine imposed
upon a corporation, the fine and cost may be collected in a civil
action or as may be provided by general law.
