There is hereby created a Department of Public Works, consisting
of the following:
D. Other assignments as designated by the Borough Council.
There shall be a Director of Public Works, who, until and unless
authorized otherwise by the Borough Council, shall be the Manager.
The Director shall serve for an indefinite term under supervision
of the Manager and may hold any other position with the municipality
as required. Said Director shall receive such compensation as may
be provided for by the Salary Ordinance. The Director shall be responsible for the operation, maintenance
and upkeep of the entire Department.

There shall be an Engineer appointed in accordance with statute;
he shall be on a consulting basis and shall be paid such retainer
and other reasonable fees as are determined by Borough Council. He
shall be a licensed professional engineer of the State of New Jersey.
The Engineer shall:
A. Attend Council meetings when requested to present plans and specifications
for approval and to provide information on the status of projects
under the auspices of the Engineer.
B. Act as the enforcement officer of the Borough for the Street Excavation
Ordinance and other ordinances.
C. Establish proper grade lines for all curbs, local roads and sidewalks
within the Borough.
D. Update tax maps, if licensed to update such maps by the State of
New Jersey.
E. Prepare requests for proposals for engineering and architectural
services on major construction or building projects and assist Borough
Council in selecting competent and professional services.
F. Provide inspection services when called upon by Borough Council on
major and minor construction and building projects.
G. Prepare plans and specifications on minor construction projects when
so requested by Borough Council.
H. Perform various engineering services as requested by the Borough
Manager and/or Borough Council, including preparing cost estimates
and preliminary plans on contemplated capital projects.
I. Review and update municipal specifications and standards for municipal
work to determine suitability and compatibility with current standard
engineering practices.
J. Issue such certifications as are necessary and approve all bills
with respect to work performed under his supervision or jurisdiction.
K. Maintain maps and plans, specifications, surveys and records with
respect to public property, works and facilities at the Borough Hall
or an authorized location off premises.
There shall be a Supervisor of Sanitation, who shall hold a
sewage treatment plant operator's license as required by state law
for the operation of the municipal sewage plant. The Supervisor shall
be appointed by the Manager for an indefinite term, covered by rules
and regulations of applicable laws of civil service. He shall receive
such compensation as may be prescribed in the Salary Ordinance. The Supervisor shall:
A. Perform all duties and requirements to properly operate the sewage
plant, in compliance with state laws and the directions of the Director
of Public Works.
B. Supervise and directly perform, as well as control, assistants assigned
to the Sanitation Department and maintain proper work schedules to
operate said plant.
C. Supervise, direct and perform the work as needed for maintenance
of the sanitary sewers of the municipality.
D. Share in the weekend and holiday work schedules with the other assistant
operators to maintain the sewage plant.
E. Cooperate with the Street Department and share in equipment, labor
and materials so as to maintain adequate service for sanitary sewers
and upkeep on the sewage plant.
F. Supervise, aid and direct all municipal operations directly relating
to sanitation as determined by the Director of Public Works.
G. Perform any other duties or functions assigned to him by the Director
of Public Works.
