No person or persons shall keep any wagon or vehicle of any kind, or erect any stand, on any of the sidewalks or in or on any of the streets, avenues or public alleys in the Borough of Washington, for the sale of fish, foreign or domestic fruits or goods and chattels of any kind, without first having secured a permit in writing signed by the Mayor of this Borough and the owner or occupants of the land and premises adjoining the sidewalk and street, avenue or public alley where such sales are to be made.
Section 75-11 of this article shall not apply to any person or persons who hawk or peddle fish, foreign or domestic fruits or goods and chattels from house to house.

Any person who violates any of the provisions of this article shall, upon conviction thereof, be punishable by a fine of not more than $500 or by imprisonment in the county jail for a period of not more than 90 days, or by both such fine and imprisonment.
