It shall be the duty of each and every owner, trustee, lessee, agent and occupant of each and every house, building or other structure in the Borough of Dover, York County, Pennsylvania, to cause the same to be numbered in accordance with this chapter and the system and plan hereby adopted and approved.

A. 
The numbers shall be placed in a conspicuous place on or over each front door, on the front door, on the front transom box, front transom glass or front show window, over or on either side of the entrance. Such numbers shall be of paint, metal, glass or enamel and at least three inches in height, the color of the numbers to be in contrast to the immediate background. The numbers shall be so placed as to be in full view from the opposite side of the street.
B. 
It shall be unlawful to cover any house number with any sign, drapery or other obstruction tending to conceal such number, and all other numbers shall be removed from any house, building or other structure when a new number has been assigned, and when so directed by the Borough Manager.

The Borough Manager is hereby authorized to require the numbering and renumbering of any house, building or other structure in accordance with this chapter, whether now in evidence or hereafter to be constructed or erected.
Main Street shall be the dividing line between the east and west, and Canal Street shall be the dividing line between north and south. The initial point in numbering houses on streets extending north and south shall be at Canal Street and the initial point in numbering houses on streets extending east and west shall be at Main Street. North of Canal Street the numbers shall commence at No. 1 and extend eastwardly consecutively, and west of Main Street the numbers shall commence at No. 1 and extend northwardly consecutively, and south of Canal the numbers shall commence at No. 1 and extend southwardly consecutively, east of Main Street the numbers shall commence at No. 1 and shall extend westwardly consecutively. All even numbers shall be on the south and west side of the streets, and all odd numbers shall be on the north and east side of the streets. The houses on short or intermediate streets shall be numbered uniformly, and with the main streets paralleling them, whether they begin at the initial point or not.

Any person or persons, firm or corporation who or which shall number or attempt to number any house or building contrary to this chapter and the plan hereby approved and adopted, or who shall fail or neglect to number their house or building in accordance herewith, or who shall fail to change the number thereof on notification of the Borough Manager within 30 days after notice, and any person or persons who shall alter, deface, remove or destroy any number required to be displayed by this chapter shall, upon conviction, pay a fine of not more than $600, plus costs of prosecution, and in default of payment of said fines and costs to undergo imprisonment in the county jail for a period not exceeding 30 days.
