The Town Board of the Town of Binghamton hereby creates a Commission
which shall be known as the "Commission for Senior Citizens of the Town of
Binghamton."
The Commission shall consist of five members of which all shall be appointed
by the Town Board, and the remainder shall be ex officio members as provided
herein.
A. Of the members of the Commission first appointed and
designated, all shall hold office for one year. Their successors, including
such additional members as may be appointed by the Town Board, shall be appointed
for terms of one year from and after the terms of their predecessors, except
that the ex officio members, irrespective of their terms, shall hold office
only as long as they continue in their present official position with the
Town.
B. Persons within the Town of Binghamton who are concerned
with the status of senior citizens of the Town of Binghamton shall be eligible
for appointment as members of the Commission. Vacancies on the Commission
shall be filled in the same manner as the original appointments, except that
a vacancy occurring other than by the expiration of a term of office shall
be filled only for the remainder of the unexpired term.
C. One member of the Town Board and other officials that
may be hereafter designated by the Town Board shall be ex officio members
of the Commission.
The Town Board shall designate a member of the Commission to act as Chairman thereof. At the first meeting of the Commission, its members shall elect from among themselves a recording secretary. The Commission shall adopt rules and procedures for its meetings. It shall keep accurate records of its meetings and activities and shall file an annual report as provided in §
61-5 of this chapter.
The powers and duties of the Commission shall be to:
A. Advise the Town Board on matters affecting the senior
citizens of the Town of Binghamton.
B. Develop and conduct recreational and educational programs
designed to benefit the senior citizens of the Town of Binghamton.
C. Carry out such other duties as may be assigned from time
to time by the Town Board.
The Commission shall keep accurate records of its meetings and actions
and shall submit an annual report to the Town Board, not later than the 31st
day of December of each year, concerning the activities and work of the Commission.
From time to time the Commission shall submit such reports and recommendations
as may be necessary to fulfill the purpose of this chapter.
This chapter shall be deemed an exercise of the powers of the Town of
Binghamton to improve the quality of life of the senior citizens of the Town
of Binghamton. This chapter is not intended and shall not be deemed to impair
the powers of any other public corporation.
