No person shall uncover, make any connection
with or opening into or use, alter or disturb any public sewer or
appurtenance thereof without first obtaining a written sewer permit
in accordance with the regulations as established by the village,
including the plumbing code of the village, as amended. The fee for said sewer permit
shall be thirty-five dollars ($35.).
No new connections shall be made to the sewer
system of the village without a written permit issued by the Director
of Services. Applications shall be made on a form supplied by the
Village Clerk. No connection from a residential structure shall be
granted without the approval of the Director of Services. No connection
from any building or structure discharging other than sanitary waste
shall be granted without the approval of the Director of Services
and the Binghamton-Johnson City Joint Sewage Board. All connections
to a sewer shall be made under the direction of and be subject to
the approval of the Director of Services and shall conform in all
respects with applicable requirements of the village plumbing code.
All cost and expense incident to the installation
and connection of any building to the sewer system shall be borne
by the property owner. The property owner shall indemnify the village
from any loss or damage that may directly be occasioned by the installation
of a connection to the sewer system.
All excavations for building sewer installations
shall be adequately guarded with barricades and lights so as to protect
the public from hazard. Streets, sidewalks and other public property
disturbed in the course of the work shall be restored in a manner
satisfactory to the Director of Services. All necessary permits for
the opening of village and county streets shall be obtained from the
Director prior to the issuance of any building sewer permit.
Building sewers shall be serviced and repaired
by the owner of the premises being served to a point within one (1)
foot of the pavement edge. Service and repair of building sewers within
the paved areas of public rights-of-way shall be made by the village.
