H. A policy
regarding the presence of pets or animals in the Town Hall is established
as follows:
[Added 7-2-2013]
(1) Reason
for policy. It is acknowledged that the Town Hall is not only a workplace;
it is open to the general public. For this reason, it is often difficult
to differentiate between truly public areas and those spaces which
are work spaces utilized by Town employees. The presence of any animal,
whether in work spaces used by employees or in other areas of the
Town Hall accessible to the general public, is disruptive, unhygienic,
creates the potential for harm to employees and the public who may
come into contact with the animal, and creates the potential for damage
to occur to areas of the Town Hall.
(2) Policy
statement. It is the policy of the Town of Owego that employees and
the general public are prohibited from bringing pets or other animals
into the Town Hall. The only exception to this policy applies to service
animals.
