Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in this section, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

(2) 
Stickers. No person shall be permitted to park a motor vehicle on any of the designated roadways (streets) unless there appears in a specified location on the vehicle a valid resident parking sticker which allows/authorizes parking of said vehicle.
(a) 
Any person living in a residence abutting the streets in the various permitted areas as set forth in Subsection A(1) hereof shall be entitled to receive a residential parking sticker for the specific permitted area in which the person resides, which permit shall be nontransferable and effective only for the specific permitted area for which it was issued, provided that the person applying for such sticker presents not only two items constituting proof of residency in the specific permitted area but also proof of ownership (joint owners shall be treated as one) of a motor vehicle registered to that person.
(b) 
The sticker shall designate the specific permitted parking area to which it applies, shall be in such a size and design as the Township, from time to time, deems appropriate, and shall be displayed in such a manner on the registered vehicle as the Township, from time to time, deems appropriate.
(3) 
Guest cards. Each single-family home and apartment unit in the permit area is eligible to be issued temporary guest cards. An applicant for guest cards must provide proof of residency required in Subsection A(2)(a). The guest card's effectiveness and validity shall be limited to the specific address for which it was issued, and such address shall be noted on the face of the guest card. Guest cards shall be issued on an as-needed, per-event, time-specific basis.
(4) 
Professional use cards. Each professional use (e.g., doctors, lawyers, home occupations) shall be entitled to be issued up to five guest cards. The applicant must provide proof of the location of the professional use within the resident parking district. The professional use guest card's effectiveness and validity shall be limited to the specific address for which it was issued, and such address shall be noted on the face of the guest card.
(5) 
Special event cards. Upon special application to the Chief of Police or his designate, special permission may be obtained for special cards to be used for limited hours during special events. Such application must note the purpose of the event, date and times, the number of vehicles expected, and the name of the responsible person to contact with respect to said event.
(6) 
Issuance. All resident parking stickers, guest cards, professional use cards, and special event cards shall be issued by the Chief of Police, his designate, or other such official as the Board of Supervisors may designate from time to time.
(7) 
Misuse. Misuse or falsification of or misrepresentation to obtain any parking stickers shall be a violation of this section.
A. 
Any person who violates any provision of this article shall, upon issuance of a parking ticket, pay a fine of not more than $25 and costs. It shall be the duty of the police officer, Fire Marshal, Building and Zoning Officer, or any other official person authorized by the Township of Uwchlan to indicate in each case the location, make of vehicle, color of vehicle, displayed registration plate, and the section violated. It may also include any other facts that might be necessary in order to secure a clear understanding of the circumstance attending the violation. The police officer, Fire Marshal, Building and Zoning Officer, or any other official person authorized by the Township of Uwchlan shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle on how to proceed and where to appear as required.
B. 
Any person violating Chapter 174, Parking, of the Uwchlan Township Code, and failing to pay said amount as listed in § 174-6 of the chapter, shall be issued a Commonwealth of Pennsylvania traffic citation for violation of Title 75, Chapter 33, Subchapter E. Any person violating any provision of this section is guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of not more than $50.

No motor vehicle shall stop, stand, or park on any Township roadway (street) when a NO STOPPING, NO STANDING, NO PARKING or any combination of the wording or recognized symbols is posted by sign on said roadway (street) where such activity is intended to be prohibited.
C. 
Emergencies. No motor vehicle shall be left standing or parked on any Township roadway (street) when the roadway is snow covered, any emergency is declared by the Chief of Police, his designate, or the Township Manager that requires the roadway to be free of obstruction, or when the owner or owners of said vehicle have been given written notice that said vehicle is creating a hazard to traffic movement or is an impediment to the safe movement of traffic during any snow or other activity.
D. 
From and after the effective date hereof, no person shall operate, stop, stand or park any vehicle contrary to the provisions of this section as set forth herein.
E. 
Anyone violating the provisions of this section shall be subject to the proceeding and penalties as set forth in the Vehicle Code of the Commonwealth of Pennsylvania.[1]

B. 
Exceptions. The prohibition of this § 238-25.2 shall not apply to situations requiring the use or activation of a brake retarder to avoid an accident or in the event of friction or magnetic brake failure.
C. 
Signage. After the enactment of this section, Uwchlan Township shall erect or cause to be erected such signage as authorized and required by the Commonwealth of Pennsylvania Department of Transportation in order to notify the operator of any motor vehicle that the use or activation of engine brake retarders is prohibited on the road segments listed in Subsection A above within the municipal limits of Uwchlan Township; the dimensions, colors, etc., of any signs shall be substantially in accordance with applicable Commonwealth of Pennsylvania Department of Transportation regulations pertaining to "engine brake retarder" signs.
D. 
Penalties for violation. Any person who violates any provision of this section shall, upon conviction in a summary proceeding, be sentenced to pay a fine of not less than $300 nor more than $600, plus costs of prosecution, and such other costs as may be authorized by the Commonwealth of Pennsylvania.
