[Adopted 7-14-1992 by Ord. No. 479; amended in its entirety 4-23-1996 by Ord. No. 509 (Ch. 5, Part 2 of the 1996 Code)]
The Borough of Coopersburg hereby adopts, for the purpose of establishing rules and regulations for the design and installation of plumbing systems, including administration, plumbing permits and penalties, the plumbing code known as the "BOCA National Plumbing Code, 1993, Ninth Edition," as published by the Building Officials and Code Administrators International, Inc., save and except such portions as are hereinafter deleted, modified or amended, of which three copies have been and are now filed in the office of the Borough Secretary, and the same are hereby adopted and incorporated as fully as if set out at length herein, and from the date on which this article shall take effect the provisions thereof shall be controlling in the design and installation of plumbing systems within the corporate limits of the Borough of Coopersburg.
The code hereby adopted is amended as follows:
A. 
Section P-101.1 insert "Borough of Coopersburg."
B. 
Section P-113.2 is amended to read "The fees for all plumbing work shall be as indicated in the schedule of fees as adopted, from time to time, by resolution of the Borough Council."
C. 
Section P-116.4 is amended to read "Any person who shall violate any provision of this code or shall fail to comply with any of the requirements hereof or who shall erect, install, alter or repair plumbing work in violation of the approved construction documents or directive of the code official, or of a permit or certificate issued under the provisions of this code shall be, upon conviction thereof, sentenced to a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation continues after due notice has been served shall be deemed a separate offense."
D. 
Section P-117.2 shall be amended to read "Any person who shall continue any work in or about the structure after having been served with a stop-work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be, upon conviction thereof, sentenced to a fine of not more than $1,000 plus costs and, in default of payment of said fines and costs, to a term of imprisonment not to exceed 30 days."
E. 
Section P-304.3 insert "150 feet."

Section P-309.4 insert "36 inches."
G. 
Section P-309.5 delete the language in BOCA and insert "Building sewers shall be installed below recorded frost penetration but not less than 36 inches below grade except where the depth of the building sewer or the sewer lateral is governed by the requirements of Title 25, Rules and Regulations, Part I, Department of Environmental Resources, Chapter 73, Standards for Sewage Disposal Facilities."
In all matters that are regulated by the law of the Commonwealth of Pennsylvania or by regulations of departments or agencies of the commonwealth promulgated by authority of law, such laws or regulations, or other ordinances of the Borough of Coopersburg, as the case may be, shall control where the requirements thereof are the same as or in excess of the provisions of this article. The code shall control in all cases where the state requirements, or the requirements of other ordinances of this Borough, are not as strict as those contained in this article.
The provisions of this article so far as they are the same as those of ordinances and/or codes in force immediately prior to the enactment of this article, are intended as a continuation of such ordinances and codes and not as new enactments. The provisions of this article shall not affect any act done or liability incurred, nor shall they affect any suit or prosecution pending or to be instituted to enforce any right or penalty to punish any offense under the authority of any of the repealed ordinances.
