Except as otherwise provided herein, rates for the use of water and charges for installation of additional meters, discontinuance of water service, reestablishment of discontinued water services, penalties and for such other special services shall be as set, from time to time, by the Town Board.

A. 
Any customer may order discontinuance, change or reinstitution of water service by notifying the Water Utilities Department. The Town Board shall, by resolution, establish fees for discontinuance of water service. The owner of the property shall be responsible for any charges for water consumption up to the final meter reading as well as any charges for discontinuance of service if left unpaid by a customer.
B. 
The Code Enforcement Officer or his representative shall notify the billing office to discontinue water charges for a residence or place of business where a fire or other calamity has made the property uninhabitable. The Code Enforcement Officer shall notify the billing office to reinstate the monthly water charges once the necessary repairs to the structure have been made and a certificate of occupancy has been issued.

Except as provided in Subsection B, each premise shall be considered a separate use and be allowed one water service and one water meter.
B. 
The Town Board may, upon written application, by resolution approve the requirement for separate metering of services on the premise to the owner of said premise only. Each separate meter shall be a separate account.
All water that passes through the meter shall be charged for whether the water is used or wasted. The property owner shall be responsible for water charges or other charges relating to water service pertaining to the property.

A. 
Meters will be read and bills rendered quarterly, the quarter days being approximately the first day of January, April, July and October. All bills are payable at the office of the Town Clerk or authorized agent, and checks must be made payable to the Water Utilities Department.
B. 
Water bills shall be due and payable upon presentation, and if not paid within 30 days from the date of billing, a penalty of 10% shall be added. Any water bill unpaid as of November 1 of any year shall be added to the Town taxes and levied each year and collected and enforced in the same manner and at the same time as provided by law for the collection and enforcement of Town taxes.
C. 
In addition to the remedy as set forth in Subsection B above, the Town may, upon 10 days' written notice to the property owner, shut off the water supply until such time as the water bill, together with the penalty of 10% and an administrative turn-on fee of $25, is paid.
D. 
In the event that checks for the payment of utility bills are returned having been declined by the bank, the Town may, upon five days' notice to the property owner, shut off the water supply until such time as the water bill is paid, together with an administrative turn-on fee of $25 as well as a returned-check fee of $25. The returned-check fee may be changed from time to time upon Town Board resolution.
In cases where a reading cannot be obtained, an estimated bill will be rendered to the customer based upon average usage in a corresponding period. In the event that a reading cannot be obtained for a period of nine months, the Water Utilities Department reserves the right to suspend the water service until such time as accurate billing is made possible through a reading of the meter and all service charges for suspending and reinstating the water service have been paid to the town.
