A. 
There is hereby imposed upon the owners of properties served or to be served by the sewers of the sewage system of the Borough of Jersey Shore, Lycoming County, Pennsylvania, an annual rental or charge for the use, whether direct or indirect, of the same, which shall be based upon the water consumption of the property served or the minimum charge, whichever is greater.
(1)

(3) 
A rate of $18.60 per month shall be charged for each additional unit.
B. 
Porter Township shall pay to the Jersey Shore Borough for the treatment of sewage as follows:
(1) 
Existing Township hookups. There are existing house laterals in the Township that are hooked directly to the Borough's collection system. The charges for these services shall be at the appropriate Borough unit rate. (Same rate charged to Borough users.)
(2) 
Future Porter Township laterals, mains and submains connected to the Borough's sewage collection system shall also be charged according to the appropriate Borough unit rate.
(3) 
Porter Township sewage systems connecting directly to the Jersey Shore Sewage Treatment Plant through Porter Township constructed interceptors: The Township shall pay the Borough for these services on the basis of the appropriate Borough unit rate, subject to a 10% reduction.
(4) 
Schedule of Sewer Rentals or Charges Applicable to Industrial Establishments.
C. 
The rentals or charges set forth under Subsection A(1), (2) or (3) shall be adjusted to compensate for the character of the waste discharged as indicated by the content of suspended solids and biological oxygen demand (BOD) of the waste. For each part per million by which the suspended solids in the waste exceeds 250 parts per million, the base charge per thousand gallons per day shall be increased by 0.10%; and, for each part per million by which the five-day biological oxygen demand (BOD) of waste exceeds 200 parts per million, the base charge per thousand gallons per day shall be increased 0.20%.

A. 
The Borough reserves the right to change equivalency values from time to time, to add or delete property classifications and, in cases of dispute, to determine the proper classification of any property. In the event that the Borough is not provided upon request with accurate information, including supporting documents, necessary in order to determine a user's classification or rate hereunder, the Borough estimate or determination shall be conclusive.
Billings for sewer rental shall be made every three months and such bills shall be due and payable 20 days from the date of billing. The owners of properties connecting to the sewer system during a calendar month commencing June 1, 1953, shall pay a prorated rental for the balance of such month.
There shall be no discount for prompt payment of sewer rental charges.
There shall be a penalty of 10% added to any sewer rental that is not paid on or before the date on which it is due and payable.
All sewer rentals and penalties thereon that are not paid on or before the end of three months from the date on which they are due and payable shall be deemed to be delinquent for the purpose of this article. All delinquent sewer rentals and penalties thereon shall be liened against the respective properties served and shall be entered as liens against such properties in the office of the Prothonotary of Lycoming County and collected in the manner provided by law for the filing and collection of municipal claims.
The Borough of Jersey Shore reserves the right to refuse connection or service by the sewage system or otherwise to any property to prevent discharge into the sewage system of any industrial or trade wastes deemed by the Borough of Jersey Shore to be harmful to the sewage system.
All payments of the sewer rentals imposed by this article shall be made to the Borough of Jersey Shore and shall be deposited by the Borough in a separate fund to be designated "Jersey Shore Sewer Account."
