A certain document, two copies of which are on file in the Jackson Township Office, being marked and designated as the "BOCA National Plumbing Code, Ninth Edition, 1993," as published by the Building Officials and Code Administrators International, Inc., with the below stated modifications, be and hereby is adopted as the Plumbing Code of Jackson Township Sewer Authority, York County, Pennsylvania (hereinafter referred to as "Plumbing Code"), in the Commonwealth of Pennsylvania, for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said BOCA National Plumbing Code are hereby referred to, adopted and made a part hereof, as if fully set out in this chapter, with the additions, insertions and changes as prescribed in § 91-2.
The 1993 BOCA National Plumbing Code is amended, supplemented, revised or deleted from as herein set forth. The references are to section numbers of said code.
A. 
Section P-101.1. Section P-101.1 shall specify "Jackson Township Sewer Authority."
B. 
Section P-113.2. The fee schedule shall be as follows:
(1) 
Fee for permit and one inspection: $50.
(2) 
Additional inspection fee: $25 per additional inspection.
C. 
Section P-304.3. Section P-304.3 shall specify distances as adopted by each participating municipality. As of the date of adoption of this ordinance, Jackson Township has adopted 150 feet as the specified distance for mandatory connection.
D. 
Section P-309.4. Section P-309.4 shall specify four feet zero inches for pipeline depth.
E. 
Section P-309.5. Section P-309.5 shall specify 48 inches.
F. 
Section P-404.2. Section P-404.2 shall specify that regardless of the pipe type, a bed of five inches of crushed stone (1B, 2B or as approved by the Plumbing Inspector) must be laid and pipe backfilled with 12 inches of stone above the pipe.
G. 
Section P-404.3. Table P-404.3 shall delete bituminized fiber and asbestos-cement type pipes; they are not approved materials.
H. 
Section P-407.8. Section P-407.8 shall specify that any cleanout plugs used outdoors shall be metallic, including but not limited to brass.
I. 
Section P-603.1. Table P-603.1(1) shall change the minimum trap size for automatic clothes washer standpipe (domestic) and shower (each head) to two inches in diameter.
J. 
Section P-603.4. Add Section P-603.4 as follows:
P-603.4 Underground sanitary grinder pump force main pipe: Minimum size for underground sanitary grinder pump force main pipe shall be 1 1/2 inches in diameter.
K. 
Section P-603.5. Add Section P-603.5 as follows:
P-603.5 Commercial establishments: Minimum size of a building sewer/drain servicing a commercial establishment (including apartment buildings with more than two apartments) must be six inches in diameter.
L. 
Section P-603.6. Add Section P-603.6 as follows:
P-603.6 Single-family structures: Minimum size of a building sewer/drain servicing a single-family structure shall be four inches in diameter to first three-inch or larger stack.
M. 
Section P-606.2. Section P-606.2 shall specify that grinder pumps, grinder ejectors, sewage pumps and sewage ejectors are allowed. Grinder pump systems may be installed within or outside the structure. Prior approval from the Authority for size, type and model is required.
N. 
Section 6. Add Section P-607 as follows:
P-607 Abandonment of existing septic tanks: All existing septic tanks must be pumped and abandoned at the owners expense. After pump out and being deemed watertight by the Plumbing Inspector, the tanks may be used for a pump tank. Proof of pump out must be provided to the Plumbing Inspector or Authority within 30 days of connection to the public sewer system. It is recommended that unused tanks be filled with granular material.
O. 
Section P-805.6. Add as follows:
P-805.6 Prohibited connection: Roof gutters, leaders and conductors are prohibited to connect to the sanitary sewer system.

Section P-806.5. Add: Section P-806.5 as follows:
P-806.5 Prohibited connection: Building subdrains and foundation-type area drains (footer drain) are prohibited to connect to the sanitary sewer system.
Q. 
Section P-810.5. Add Section P-810.5 as follows:
P-810.5 Prohibited connection: Roof drains are prohibited to connect to the sanitary sewer system.
R. 
Section P-1003.7. Section P-1003.7 shall specify that building (house) traps are to be installed on every new or additional connection to the sanitary sewer system.
S. 
Section P-1004.6. Section P-1004.6 shall specify that food waste grinders may discharge into five-hundred-gallon or larger grease interceptors. Commercial dishwashers are required to discharge into grease interceptors with a minimum distance of 10 feet between the dishwasher outlet and the inlet of the grease interceptor.
T. 
Section P-1004.11. Add Section P-1004.11.1 as follows:
P-1004.11.1 Beauty salon/barber shop type establishments: Beauty sinks shall discharge into a hair-type interceptor (hair trap).
U. 
Section P-1004.11. Add Section P-1004.11.2 as follows:
P-1004.11.2 Animal grooming establishments: Wash tubs/sinks shall discharge into a hair- or solids-type interceptor.
V. 
Section P-1103.2. Section P-1103.2 shall require cleanouts at intervals of not more than 75 feet apart.
W. 
Section P-1103.6. Add Section P-1003.6 as follows:
P-1103.6 Curb cleanout: A cleanout shall be installed at or near the existing or projected curbline of the property unless the building trap assembly is within 15 feet of the curbline; a curb cleanout shall also be installed when a lateral is repaired or replaced and when no cleanout had been installed previously; all necessary material and labor to install new cleanout shall be paid by the property owner when lateral is repaired or replaced.
X. 
Section P-1213.1.1. Add Section P-1213.1.1 as follows:
P-1213.1.1 Prohibited connection: Floor drains below grade are prohibited to be connected to the building sanitary sewer systems unless specifically waived by the Authority.
A. 
Definitions. As used in this Plumbing Code, the following terms shall have the indicated meanings:
APPRENTICE PLUMBER
A person regularly employed by and engaged in the plumbing business conducted by a master plumber, duly licensed as an apprentice in accordance with the provisions of this code.
AUTHORITY
A five-member Board appointed by the Jackson Township Board of Supervisors and known as the "Jackson Township, York County, Sewer Authority."
CODE
This Plumbing Code, as amended, together with the BOCA National Plumbing Code, Ninth Edition, 1993, and any rule or regulation promulgated hereunder by the Authority.
JOURNEYMAN PLUMBER
A person to whom a currently valid journeyman plumbers license has been issued in accordance with the provisions of this code.
LABORER
A person not otherwise licensed or registered under the provisions of the code and employed in the performance of plumbing work by a master plumber.
MASTER PLUMBER
A person to whom a currently valid master plumbers license has been issued by Springettsbury Township or the City of York, York County, Pennsylvania.
OFFICIAL COPY
A copy of the 1993 BOCA National Plumbing Code, Ninth Edition, and appropriately amended to be an official copy of the Code.
PLUMBING INSPECTOR
A person hired by the Jackson Township Sewer Authority to perform the duties assigned in the code.
B. 
Plumbing permits.
(1) 
Application; issuance. No plumbing, house drainage or building drainage system work shall be undertaken unless and until the registered and licensed master plumber proposing to undertake the same shall have filed with the Plumbing Inspector or Authority an application for a plumbing permit for such work and until the necessary fees have been paid therefor, and a plumbing permit shall have been issued therefor. The owner of said property may pay the necessary fees in advance of the licensed master plumber picking up the permit to perform the work. No permit shall be issued until plans and specifications showing the proposed work in reasonable detail shall have been submitted to the Plumbing Inspector and it has been determined from examination of such plans and specifications that the proposed work will conform with the provisions of the code. If a permit is refused, written notice thereof shall be provided to the applicant who may submit such revised plans and specifications as are necessary to obtain approval. If, in the course of the work, it is found necessary to obtain approval to make any change from the plans and specification on which a permit has been issued, amended plans and specifications shall be submitted and a supplementary permit shall be issued to cover the change after the same conditions required to secure the original permit have been satisfied.
(2) 
Exceptions. No permit shall be required for the following:
(a) 
Repairs which involve only the working parts of a faucet valve or the replacement of a defective faucet or valve, provided that their only minor alterations are made in the existing piping to accommodate new fixtures.
(b) 
The clearance of stoppages so long as no fixtures or fixture traps larger than 1 1/2 inches in diameter are required to be removed in order to perform the work.
(c) 
Installation or repair of potable waterlines.
(d) 
The installation or repair of hot-water heaters.
(e) 
The installation or repair of gas piping.
(f) 
The installation or repair of chilled water piping for refrigeration and comfort cooling.
(g) 
The installation or repair of hot-water piping in connection with building heating.
(h) 
The installation or repair of fire sprinklers and standpipes.
(3) 
Fees. Fees shall be set from time to time by resolution of the Authority.
C. 
Condemned equipment. The Plumbing Inspector shall condemn any plumbing material or equipment which is so worn, damaged, defective or constructed as to constitute a sanitary or safety hazard, and such condemned material or equipment shall not be reused for plumbing purposes. Where, in the opinion of the Plumbing Inspector, condemned material or equipment should be destroyed to prevent its reuse, he may order such destruction.
D. 
Procedure in event of sewer stoppage. In the event of a stoppage of a main building drain or sewer, the owner or tenant shall first contact a plumber to ascertain the location of the stoppage, and, in the event that the public sewer is the problem, the plumber in turn shall notify the Authority office.
E. 
Inspection of building before connection to sewer. Before any building shall be connected with the sanitary sewerage system, the plumbing system thereof shall be inspected and approved by the Plumbing Inspector. The Plumbing Inspector may order revision, alteration and correction to the plumbing system to the end that the plumbing system shall conform, both in construction and manner of use, to the provisions of the Plumbing Code.
F. 
Procedure upon removal of building. When any building is removed or any drainage or sewer system is abandoned or dismantled or removed, the sewer connection shall be disconnected at the curb or property line and properly sealed, plugged or capped, and inspected by the Plumbing Inspector.
G. 
Waiver of Authority liability prerequisite to permit issuance for structures below grade. When a permit is issued for a building having plumbing fixtures in a basement or a section of the building below grade construction, the owner shall be required to sign a written agreement or waiver upon a form furnished by the Authority in the hands of the Plumbing Inspector releasing the Authority from any damage that may result from this area being flooded by the stoppage or backflow of sewers. In areas where stoppage or backflow is prevalent, the building shall be provided with a backwater valve or check valve.
H. 
Connection of floor drains and sump pumps to building sanitary systems prohibited.
(1) 
Floor drains are prohibited from being connected to building sanitary sewer systems.
(2) 
Sump pumps are prohibited from being connected to building sanitary sewer systems.
I. 
Enforcement.
(1) 
Any portion of a plumbing system found by the Plumbing Inspector to be unsanitary as defined herein is hereby declared to be a nuisance.
(2) 
Whenever it is brought to the attention of the Authority that any unsanitary conditions exist or that any construction or work regulated by this code does not meet the code, the Authority may request an investigation by the Plumbing Inspector who, upon determining such information to be fact, shall order any person using or maintaining any such condition or responsible for the use of maintenance thereof to repair, alter, change, remove or demolish the same as may be considered necessary for the proper protection of life, health or property. Every such order shall be in writing, addressed to the owner, agent or person responsible for the premises in which such conditions exist and shall specify the date or time for compliance with such order.
(3) 
Refusal, failure or neglect to comply with any such notice or order shall be considered a violation of this code.
(4) 
When any plumbing system is maintained in violation of this code and in violation of any notice issued pursuant to the provisions of this section or where a nuisance exists in any building or on a lot on which a building is situate, the Plumbing Inspector shall institute any appropriate action or proceeding in any court of competent jurisdiction to prevent, restrain, correct or abate the violation or nuisance.
J. 
Violation and penalties.
(1) 
Any person, partnership, business, corporation or other entity violating the provisions of this chapter may be cited for violating the provisions of this chapter and, upon the issuance of a citation and conviction by a District Justice, shall be guilty of a summary offense and shall pay a fine not to exceed $1,000 and/or imprisoned up to 90 days.
(2) 
Each day a violation exists shall be considered a separate violation, subject to the same penalties as set forth above. It shall not be necessary to issue a separate citation for each day of violation, but one citation shall be sufficient to cover all days of violations.
(3) 
The Board of Supervisors authorizes the Township Manager, Plumbing Code Enforcement Officer and Township police officers to issue citations for violations of this chapter.
K. 
Applicability. This code shall apply to all of the area served by the Authority.
A. 
Office created; assistant. The offices of Plumbing Inspector and Assistant Plumbing Inspector are hereby created. The Plumbing Inspector shall be hired by the Authority to serve at its pleasure for such compensation as such Authority shall from time to time determine.
B. 
Duties. The duties of the Plumbing Inspector(s) are as follows:
(1) 
Maintain public office hours necessary to efficiently administer the provisions of this code and amendments thereto.
(2) 
Require submission of, examine and check plans and specifications, drawings, descriptions and/or diagrams necessary to show clearly the character, kind and extent of work covered by applications for a permit and, upon approval thereof, issue the permit applied for.
(3) 
Keep a permanent, accurate account of all fees for permits issued and other moneys collected and received as provided by this code and other Authority codes, regulations or standard details, the names of the persons upon whose account the fees were paid, the date and amount thereof, together with the location or premises to which they relate.
(4) 
Enforce the provisions of this code in a manner consistent with the intent thereof and inspect all plumbing and drainage work authorized by any permit to assure compliance with provisions of this code or amendments thereto, approving or condemning such work in whole or in part as conditions require.
(5) 
Issue upon request a certificate of approval for any work approved.
(6) 
Condemn and reject all work done or being done or materials used or being used which do not in all respects comply with the provisions of this code and amendments thereto.
(7) 
Order changes in workmanship and/or materials essential to obtain compliance with all provisions of this code.
(8) 
Investigate any construction or work regulated by this code and issue such notices and orders as deemed necessary.
(9) 
Keep a complete record of all the essential transactions of his office.
C. 
Conduct of plumbing business.
(1) 
Plumbing permits will only be granted to a master plumber, duly licensed in Springettsbury Township or the City of York, in person, after the filing and payment of all information, plans, specifications and fees required by this code or any ordinance of the Authority.
(2) 
A journeyman or master plumber must be present at all times on all plumbing work performed in the area served by the Authority.
(3) 
No more than two apprentices and one laborer may be used on plumbing work for each journeyman on the job.
(4) 
Master plumbers shall keep a record at all times of the laborers, apprentices and journeymen employed by them and shall at the time of their employment supply their names to the Plumbing Inspector in writing.
(5) 
In any plumbing business or corporation, when more than one person is issued a master plumbers license, permits may be lifted or procured on only one license. The Authority must be notified, in writing, of the designated master plumber.
D. 
Display of certificate or cards. Every master plumber, journeyman plumber and apprentice plumber shall have in their possession at all times when engaged in plumbing work a certificate of license card, showing that such workman is the holder of a license issued pursuant to this chapter, and such workman shall exhibit the same upon request. The original certificate of license shall be displayed for all at the place of business at all times and a photocopy at the work sites at all times for which work is to be performed by his or their company.
An appeal of any dispute between the Plumbing Inspector and the permit holder may be brought before the Authority for final arbitration and decision.
