A certain document, two copies of which are on file in the Jackson Township Office, being marked and designated as the "BOCA National Plumbing Code, Ninth Edition, 1993," as published by the Building Officials and Code Administrators International, Inc., with the below stated modifications, be and hereby is adopted as the Plumbing Code of Jackson Township Sewer Authority, York County, Pennsylvania (hereinafter referred to as "Plumbing Code"), in the Commonwealth of Pennsylvania, for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said BOCA National Plumbing Code are hereby referred to, adopted and made a part hereof, as if fully set out in this chapter, with the additions, insertions and changes as prescribed in §
91-2.
The 1993 BOCA National Plumbing Code is amended, supplemented, revised
or deleted from as herein set forth. The references are to section numbers
of said code.
A. Section P-101.1. Section P-101.1 shall specify "Jackson
Township Sewer Authority."
B. Section P-113.2. The fee schedule shall be as follows:
(1) Fee for permit and one inspection: $50.
(2) Additional inspection fee: $25 per additional inspection.
C. Section P-304.3. Section P-304.3 shall specify distances
as adopted by each participating municipality. As of the date of adoption
of this ordinance, Jackson Township has adopted 150 feet as the specified
distance for mandatory connection.
D. Section P-309.4. Section P-309.4 shall specify four feet
zero inches for pipeline depth.
E. Section P-309.5. Section P-309.5 shall specify 48 inches.
F. Section P-404.2. Section P-404.2 shall specify that regardless
of the pipe type, a bed of five inches of crushed stone (1B, 2B or as approved
by the Plumbing Inspector) must be laid and pipe backfilled with 12 inches
of stone above the pipe.
G. Section P-404.3. Table P-404.3 shall delete bituminized
fiber and asbestos-cement type pipes; they are not approved materials.
H. Section P-407.8. Section P-407.8 shall specify that any
cleanout plugs used outdoors shall be metallic, including but not limited
to brass.
I. Section P-603.1. Table P-603.1(1) shall change the minimum
trap size for automatic clothes washer standpipe (domestic) and shower (each
head) to two inches in diameter.
J. Section P-603.4. Add Section P-603.4 as follows:

P-603.4 Underground sanitary grinder pump force main pipe:
Minimum size for underground sanitary grinder pump force main pipe shall be
1 1/2 inches in diameter.

K. Section P-603.5. Add Section P-603.5 as follows:
|
P-603.5 Commercial establishments: Minimum size of a building
sewer/drain servicing a commercial establishment (including apartment buildings
with more than two apartments) must be six inches in diameter.

L. Section P-603.6. Add Section P-603.6 as follows:
|
P-603.6 Single-family structures: Minimum size of a building
sewer/drain servicing a single-family structure shall be four inches in diameter
to first three-inch or larger stack.
|
M. Section P-606.2. Section P-606.2 shall specify that grinder
pumps, grinder ejectors, sewage pumps and sewage ejectors are allowed. Grinder
pump systems may be installed within or outside the structure. Prior approval
from the Authority for size, type and model is required.
N. Section 6. Add Section P-607 as follows:

P-607 Abandonment of existing septic tanks: All existing
septic tanks must be pumped and abandoned at the owners expense. After pump
out and being deemed watertight by the Plumbing Inspector, the tanks may be
used for a pump tank. Proof of pump out must be provided to the Plumbing Inspector
or Authority within 30 days of connection to the public sewer system. It is
recommended that unused tanks be filled with granular material.

O. Section P-805.6. Add as follows:
|
P-805.6 Prohibited connection: Roof gutters, leaders and
conductors are prohibited to connect to the sanitary sewer system.
|
P. Section P-806.5. Add: Section P-806.5 as follows:
|
P-806.5 Prohibited connection: Building subdrains and foundation-type
area drains (footer drain) are prohibited to connect to the sanitary sewer
system.

Q. Section P-810.5. Add Section P-810.5 as follows:
|
P-810.5 Prohibited connection: Roof drains are prohibited
to connect to the sanitary sewer system.
|
R. Section P-1003.7. Section P-1003.7 shall specify that
building (house) traps are to be installed on every new or additional connection
to the sanitary sewer system.
S. Section P-1004.6. Section P-1004.6 shall specify that
food waste grinders may discharge into five-hundred-gallon or larger grease
interceptors. Commercial dishwashers are required to discharge into grease
interceptors with a minimum distance of 10 feet between the dishwasher outlet
and the inlet of the grease interceptor.
T. Section P-1004.11. Add Section P-1004.11.1 as follows:

P-1004.11.1 Beauty salon/barber shop type establishments:
Beauty sinks shall discharge into a hair-type interceptor (hair trap).

U. Section P-1004.11. Add Section P-1004.11.2 as follows:
|
P-1004.11.2 Animal grooming establishments: Wash tubs/sinks
shall discharge into a hair- or solids-type interceptor.
|
V. Section P-1103.2. Section P-1103.2 shall require cleanouts
at intervals of not more than 75 feet apart.
W. Section P-1103.6. Add Section P-1003.6 as follows:

P-1103.6 Curb cleanout: A cleanout shall be installed at
or near the existing or projected curbline of the property unless the building
trap assembly is within 15 feet of the curbline; a curb cleanout shall also
be installed when a lateral is repaired or replaced and when no cleanout had
been installed previously; all necessary material and labor to install new
cleanout shall be paid by the property owner when lateral is repaired or replaced.

X. Section P-1213.1.1. Add Section P-1213.1.1 as follows:

P-1213.1.1 Prohibited connection: Floor drains below grade
are prohibited to be connected to the building sanitary sewer systems unless
specifically waived by the Authority.

An appeal of any dispute between the Plumbing Inspector and the permit
holder may be brought before the Authority for final arbitration and decision.
